The agenda for the November Senate meeting will include the reports and other items of business listed below. To be approved are the minutes of the October Senate meeting, as published and distributed to Senators.

    1. Approval of the 2000 Apportionment Table
      The 2000 Faculty Senate Apportionment Table (consisting of OSU FTE in the ranks of Instructor and above, including Professorial Faculty and Faculty Research Assistants and Associates), will be presented for approval at the November meeting. Unfortunately, the FTE information was not available from Human Resources prior to publication of the agenda.
    2. Faculty Senate Nominations and Elections
      Maggie Niess, Bylaws and Nominations Chair, will present the Committee report that includes nominees for the 2000 Senate President-Elect, three new members of the Executive Committee (EC), and an Interinstitutional Faculty Senate (IFS) representative. The President-Elect serves for one year, then automatically assumes the presidency of the Senate; EC members serve two-year terms; and IFS terms are three years. The report can be found at:

      As provided in the Senate Bylaws, (Article VI, Section 3) and amended on October 6, 1977, "additional nominations may be made from the floor and the nominations shall be closed." The Executive Committee recommends that if such nominations from the floor are made, the nominator must obtain, in advance, the nominee's willingness to serve if elected. The names of all nominees will be submitted to be published in the November 11 issue of OSU This Week.

      The University-wide election of the President-Elect and IFS representative will be conducted between November 11 and November 30. Ballots will be distributed to all eligible voting members of the OSU faculty, in accordance with current Faculty Senate Bylaws. Signed ballots received in the Faculty Senate Office no later than 5:00 PM on November 30 will be counted by the Counting Committee prior to the December 2 Faculty Senate meeting. The individual receiving the highest number of votes will be declared the winner in each of the elections.

      Election of new members of the Executive Committee will be conducted by written ballot at the December 2nd Faculty Senate meeting. Those candidates receiving the highest number of votes shall be elected. Tie votes shall be resolved by written ballot in a run-off election.

      Faculty are encouraged to check 1998-99 attendance of current Senators who are candidates for elected office to determine representation during the past year. The URL is:

    3. Ballot Counting Committee
      Three volunteers are needed to assist in counting the President-Elect and IFS ballots on December 1 from 10:00-11:30 AM; President Williamson will ask for volunteers from the floor.
    4. Category I Proposal
      Irma Delson, Curriculum Council member, will present a Category I proposal for the College of Pharmacy wihich proposes to reorganize the College by establishing two departments. The Curriculum Council reports that, following consultation with the Dean and Associate Dean of the College of Pharmacy, the proposal was unanimously approved. The proposal can be found at:
    5. PEBB Resolution
      The Faculty Senate Executive Committee presents for approval the following resolution in support of developing an Oregon University System (OUS) specific health care benefit governance arrangement: Whereas, The creation of a unified Public Employment Benefits Board (PEBB) has altered the faculty benefits offered as compensation for service to Oregon State University;


      Whereas, The planning of benefit packages under PEBB has largely ignored the frequently expressed critical needs of the faculty of this university;


      Whereas, The current PEBB benefit system contains a structure of subsidies that discriminates against faculty-preferred benefit options (as revealed in PEBB surveys);


      Whereas, The PEBB administered benefits represent a substantial reduction in benefits and an increase in costs for most faculty;


      Whereas, Faculty as a group represent a relatively low cost pool of beneficiaries;


      Whereas, The originating legislation (SB 271) said the System "...may elect, at the discretion of the State Board of Higher Education, to provide alternative benefits plans to its employees, should the same level of benefits be available at a lower cost..."; therefore, be it

      Resolved, That the Faculty Senate of Oregon State University approve a petition to request that the Board of the Oregon University System work with due haste to develop and implement a plan to separate faculty health care benefits from PEBB control by developing a system of benefits governance that is more responsive to faculty concerns and more cost effective in meeting faculty health care needs.

    Graduate School Review
    Bruce Rettig, Graduate School Review Committee Chair, will provide a brief outline of the committee purpose and composition.

    OSU Budget
    Rob Specter, Vice President for Finance and Administration will outline the list of funded projects under the new budget model.

    1. University Awards
      Materials have been sent to Deans, Directors, and Department Heads/Chairs containing information for the OSU Distinguished Service Award and the following awards:

      Richard M. Bressler Senior Faculty Teaching Award
      D. Curtis Mumford Faculty Service Award
      OSU Alumni Association Distinguished Professor Award
      OSU Extended Education Faculty Achievement Award
      OSU Faculty Teaching Excellence Award
      Outstanding Faculty Research Assistant Award
      Dar Reese Excellence in Advising Award
      Elizabeth P. Ritchie Distinguished Professor Award

      OSU has a highly qualified faculty and few opportunities to recognize their contributions – we depend on you to facilitate nominations for these awards.

    3. Senator Representation Summary for 1998/99
      A summary of Senator attendance by both apportionment unit and individual senator for academic year 1998/99 can be found at: Each Dean or head of an apportionment unit will also receive these reports. Faculty members are invited to view both reports, particularly the individual reports, if a Senator is eligible to be re-elected to the Faculty Senate or is a candidate for elected office to determine the representation received from Senators during the past year. A hard copy of this report may also be viewed in the Faculty Senate Office. Please note that the Bylaws state, "In the event of a Senator's absence, without providing a substitute, for three meetings during one year, the position will be declared vacant by the apportionment unit and filled by the nominee with the next highest number of votes at the most recent election."
    4. Instructions for Nomination and Election of Faculty Senators
      Upon receipt of all materials, the Faculty Senate Office annually transmits Senatorial nomination and election instructions to head of all voting units; a sample letter can be found at:
    5. Student Appointments to Faculty Senate Committees/Councils
      Students are important members of many Faculty Senate committees and councils and there are currently vacancies in several areas. We would appreciate your help in identifying students who are interested in serving on the following committees and councils. Students may be approached individually, or announcements may be made during class sessions. Anyone interested in serving should be referred to the Faculty Senate Office, 737-4344, for additional information.
