Licensing Process

The process to obtain a license is separated into three phases.  The entire process typically takes 8-12 weeks but may take longer depending on the length of time an applicant takes to fulfill each requirement.

Get an application

Phase I

In Phase I of the application process, applicants will be required to:

  • Complete the License Application
  • Pay the Application Fee
  • Provide a quality sample of the merchandise for which you are requesting licensure
  • Provide an example of how your company name will be applied to product (company label)
  • Provide a Marketing and Distribution Plan
  • Complete and submit the myiCLC registration form
  • Review insurance information and obtain a quote for your agent/carrier

CLC reviews all of the materials and makes a recommendation to Oregon State.  The Licensing Program further evaluates each application and will either approve or deny the request.  Decisions are primarily based on, but not limited to, the marketing and distribution plan, the uniqueness of the product and the number of vendors already licensed for the requested product category.

Phase II

If the application is approved, applicants will be required to:

  • Obtain and provide proof of insurance
  • Register for Logos on Demand
  • Submit product designs to myiCLC
  • Submit Product Specification Sheets
  • Provide CLC with Authorized Manufacturers Agreements from all applicable suppliers
  • Pre-Order hologram labels for hang tags

Phase III

Phase III finalizes the application process.  Applicants will be required to:

  • Fully disclose factory site locations
  • Sign CLC’s Special Labor Code Agreement
  • Pay royalty advances
  • Review and sign the License Agreement
