STUDENT ORGANIZATION CLASSIFICATION

In an effort to properly account for and appropriately support student organization on campus, student organizations at OSU will be classified in one of three ways.  These classifications define the level of responsibility of student organizations and their relationship to the university, while also helping to facilitate the allocation of resources.  On the menu to your left and linked below, you will find information about each classification as well as an overview of University Benefits for Student Organizations.

Letter to the OSU Community

To the OSU Student Organization Community,

Over the course of spring term you were asked to engage in conversation around and provide feedback for a new model of relationship for student organizations (clubs, teams, chapters, coalitions, etc.) here at Oregon State.  Based on those discussions, a revised policy replacing Division 18 of the OARs has been approved and went into effect on July 1, 2010.     At the core of the policy is a model of relationship with three categories of student organizations – Sponsored, Voluntary & Non-Affiliated.  Each organization type will be based upon the mission and goals of the student organization and their alignment with departmental and University mission, purpose and goals.  Various levels of education, advising, and support will be required and/or provided for each category in order to allow all student organizations to flourish.

In recent years, it has been difficult to account for all of the student organizations active and involved at OSU.  In order to provide more clarity around the relationship of various student organizations with the University, the new policies and procedures are intended to  create more visibility around student organizations and the great work they are doing in our community.  Beginning Monday, September 27, 2010, the registration and recognition process for student organizations will be open for the 2010-2011 academic year.  It is imperative that ALL student organizations register and move towards recognition (where applicable).  Student organizations who have been provided resources in the past (funding, administrative support, office/storage space, supplies, etc.), must be recognized in order to maintain access those resources.    Detailed information regarding each organization type, including recognition criteria and responsibilities of sponsoring units, can be found on the Administrative Policies and Procedures (PPMM) website at http://oregonstate.edu/fa/manuals/sor/001.   The policy can also be found on the student organization website (http://oregonstate.edu/sli/studentorgs) along with additional information and procedures needed to complete the registration and recognition process.  In addition to the resources available online, the Student Events & Activities Center will host several Town Hall Q & A meetings (see below for schedule) for those who have questions around the registration/recognition process.

As with any new policies and processes, we anticipate that there will be growing pains and challenges around implementation.  As such, we have extended the deadline for student organizations to renew their annual registration/recognition from October 31, 2010 to December 3, 2010 (end of dead week).  There is on-going work in several areas related to student organizations including finances and accounting, risk management and website access.  We anticipate that it will take the better part of 2010-2011 academic year to complete and implement the on-going work and to work out all of the kinks and unforeseen obstacles.   We have worked diligently to make things as clear and transparent as possible and will continue to maintain that focus for on-going work.  We request your patience and awareness as we make this transition.

Sponsored Student Organization (SSO) Overview & Recognition

A Sponsored Student Organization (SSO) is a student organization composed of 100% Oregon State University students that operates under the direct guidance of a sponsoring unit and is in closest relationship with the University.  Sponsored status for a student organization is a statement of recognition by Oregon State University that the student organization is a key element in helping the University realize its mission.  Sponsorship from a University unit indicates two things

  1. That the University views the organization, through its efforts, as worthwhile and vital, and therefore commits itself to provide support for the organization and its endeavors.
  2. While recognizing the importance of student leadership, the organization represents the University; therefore, a high level of accountability from the organization is required.

A University unit that sponsors a student organization is committed to supporting that organization’s mission and activities. These organizations are inherently linked to the University because of their role in enhancing education, representing OSU and/or presenting events that are considered an integral part of the institution. As a result of this relationship, these organizations may receive added benefits from the sponsoring unit and are held to the same level of institutional accountability as the sponsoring unit is held.

As a result of this relationship, SSOs must be approved by an executive officer, dean, director or designee of a University Department.  Sponsoring units must provide a professional staff member to act as the Faculty Advisor to the SSO.   In addition to formal advising, department support may take any of the following forms: financial support, administrative, equipment and/or University space allocation, etc.  

The activities, events and operations of these organizations are classified as official University business and considered to involve the same level of responsibility and duty of care because of their scope and perceived association with and representation of the University.  SSOs have access to certain University-controlled benefits and resources and are accountable to the Sponsoring Unit for legal compliance, fiscal responsibility, risk management and adherence to University policies, procedures and guidelines.

In order to be recognized as a Sponsored Student Organization, the organization must be in formal relationship with a sponsoring unit and:

  •  Complete the registration process on an annual basis that includes:
    1. Submit an annual Organization Information Form.
    2. Complete/review a sponsorship agreement detailing the nature of the relationship with the sponsoring unit
    3. Submit club constitution/governing documents and any revisions.
    4. Agree to comply with Standards of Conduct for Recognized Student Organizations (this is built into the Organization Information Form) and maintain accountability for University policies and guidelines.
    5. Complete a risk assessment of the activities, events and operations of the organization.
  • Maintain 100% OSU student membership and submit roster of currently active OSU student members through the online data system. 
  • Maintain a minimum of 4 currently enrolled OSU students.
  • Have a professional staff member from the sponsoring unit appointed/assigned as the faculty advisor.
  • Maintain financial accountability to the University for all University funds received.  These funds must be maintained in a sponsoring unit, MU Funds In Trust or Foundation Account.
  • Maintain good standing with the University, all governing boards within the University to which the organization belongs and all chartering, sponsoring or governing organizations with whom the organization affiliates.
  • Student organization leaders must annually complete University base-line training in addition to any other training articulated in the sponsorship agreement.
  • Report any travel or events not listed in your sponsorship agreement through the Student Organization Data Base at minimum 30 days in advance of the event or travel.

As a member of any student organization at the University, you are expected to maintain alignment with the University mission and exemplify the principles of honesty and integrity, and respect of diversity.  As a member of the OSU community, you are expected to uphold University policies, procedures and guidelines, always acting in good faith when conducting your organizational business.  Further, you are expected not to misrepresent the mission, purpose or goals of your organization nor the influence (direction and control) by non-members on your organization or its activities and events.  By upholding the OSU Student Conduct Regulations (OAR Chapter 576, Division 15 - http://arcweb.sos.state.or.us/pages/rules/oars_500/oar_576/576_015.html),  adhering to OSU policies, and - where applicable - upholding all Sponsorship Agreements, you will further a positive reputation for your student organization and student organizations in general, and continue to be a student organization in good standing and of great value to Oregon State University.

Voluntary Student Organization (VSO) Overview & Recognition

Non-Affiliated Student Organization (NSO) Overview & Registration

A Non-Affiliated Student Organization (NSO) is an organization that is not affiliated with the University in a formal way and has no formal benefit with the exception of a listing on the annual organization list.  NSOs are classified as any non-OSU organization or person(s) who seek to access University-controlled benefits and resources. 

In order to be identified as a NSO, organizations must meet the University’s standard of care for all activities and events held on the Oregon State University Campus and:

  • Complete the registration process on an annual basis that includes:
    1. Submit an annual Organization Information Form.
  • Maintain a majority (fifty-one percent) of OSU Student members.
  • Maintain a minimum of 10 currently enrolled OSU students.
  • Operate within established business practices for all on-campus activities.

As a member of any student organization at the University, you are expected to maintain alignment with the University mission and exemplify the principles of honesty and integrity, and respect of diversity.  As a member of the OSU community, you are expected to uphold University policies, procedures and guidelines, always acting in good faith when conducting your organizational business.  Further, you are expected not to misrepresent the mission, purpose or goals of your organization nor the influence (direction and control) by non-members on your organization or its activities and events.  By upholding the OSU Student Conduct Regulations (OAR Chapter 576, Division 15 - http://arcweb.sos.state.or.us/pages/rules/oars_500/oar_576/576_015.html),  adhering to OSU policies, and - where applicable - upholding all Sponsorship Agreements, you will further a positive reputation for your student organization and student organizations in general, and continue to be a student organization in good standing and of great value to Oregon State University.

The Student Events & Activities Center (SEAC) is the hub of student organization activity on the OSU campus, responsible for providing advice, training and support to student organizations hosting events on the OSU campus.  With a focus on creating an environment of care for the student planner, their organization and the community, we provide workshops, consultation, and review, enhancing student knowledge and influencing positive activity outcomes.

All student organization open, on-campus events are required to be registered a minimum of 2 weeks in advance of the date of the event.  The following link is the online event registration form.  To complete the form, you will need complete event information including date, time, location, funding, marketing and details/description of your event.

The Events and Activities Team can provide planning and day of event support to ensure that student planners have access to the necessary tools for success.  The SEAC is also home to the Cultural Meals Program, a self-catering mechanism for student programming.

General Website Hosting Information

In order for your organization’s site to be hosted under the OSU domain at groups.oregonstate.edu, you must use the Drupal content management system installation provided by Central Web Services (CWS) and use the theme associated with your organization’s classification.

  • Sponsored Student Organizations will have OSU branding in the theme of their site.
  • Voluntary Student Organizations will not have OSU branding in their theme.
  • Non-Affiliated Student Organizations do not qualify for University sponsored web hosting

Due to the number of security vulnerabilities introduced by software installed by groups, CWS can no longer permit installations of custom software. If you install custom software, your site may be disabled. Also due to policy, custom themes are no longer permitted. Instead, you are encourage to focus on the use of imagery within your site.

Central Web Services provides no-cost training options for Drupal. Details on training courses are available at http://oregonstate.edu/cws/training. All materials are available for download and self study from this website. You may also register for in-person courses online at http://oregonstate.edu/cws/register.

Updates for Established Sites

A new domain has been established for student organization websites; groups.oregonstate.edu, which will mean a change to a recognized student organization’s URL. If you are a recognized student organization and your site currently has one of the following addresses: people.oregonstate.edu/studentgroups/<name>, people.oregonstate.edu/groups/<name>, or oregonstate.edu/groups/<name>; the new domain your site will have the following URL: groups.oregonstate.edu/<name>.  Central Webs Services will contact and work with you to transition your current site to the centrally provided site.

If you are a VSO or SSO and your organization’s site is not currently using Drupal, CWS will create a development site for your organization in the new groups.oregonstate.edu domain and allow you time to transfer your content from your existing site into the new Drupal site.  If your group already has a CWS provided Drupal site, CWS will perform an initial migration of your content from your current install into the SSO or VSO version of Drupal, depending on your organization’s status. You will have the opportunity to verify your content displays correctly and functions properly prior to the removal of your existing site. Once your site has been verified, your old site will be deleted and a redirect will be provided to the new URL for a period of 6 months.

Listserves

Once your group has completed the annual registration process, you may want to create a group email listserve to help manage communication with your members. To establish a listserve, go to the OSU Mailing Lists site (lists.oregonstate.edu) and fill out the on-line listserve request form. Conflict Resolution

Conflict is a normal result of a lot of different people with different ideas working together. Though it doesn’t always feel good initially, conflict can eventually lead to more group cohesion and success if everyone takes time to listen to each other and works toward problem solving.

One of the most effective ways to resolve conflict is through collaboration - working together to find a solution that satisfies everyone’s concerns. When you collaborate, everyone wins: People feel good about what took place and therefore mutual respect is enhanced.

Using a Collaborative Approach to Conflict Resolution

  1. Diagnose the problem. It is important to gain a clear understanding of the conflict. Is it philosophical, personal, cultural? Is it about different expectations that people have of each other? To determine the problem, it is important to listen to what everyone is saying.
  2. Initiate a discussion. Bring the conflicting parties together and state the problem simply and non-defensively. Remind everyone to listen to and respect each other and try to “respond” rather than “react”. Paraphrase what others are saying in order to be sure everyone is being understood.
  3. Problem solve. As a group, generate as many solutions to the conflict as you can. Make sure everyone understands that this is just brainstorming, there is no good or bad answer. When there are no more ideas, it’s time to discuss your list. Let everyone have a say, but take care to direct the conversation. Avoid allowing people to coerce others in the group into agreeing with them. Reach a consensus and implement the solution. This may include assigning people to tasks.
  4. Evaluation. It’s important to follow-up a little bit later to see how the solution is working for the group. Evaluate the problem-solving process that was used so that you are prepared to address future conflicts.

Negotiating conflict is a difficult process to navigate with any group and you may face some stumbling block as you go through the steps above. But remember, be persistent and acknowledge to yourself and the group that conflict is a normal part of working in a group. Don’t forget to ask for help from your advisor or a Student Leadership and Involvement staff member if you need assistance.

Effective Meetings

Make your Meeting Valuable
When scheduling a meeting, make sure you know what you need to accomplish and make a plan for getting it done. Even when there isn’t much “business” that needs to take place, you can still make your meeting worthwhile by planning a teambuilder or social activity that will strengthen your group.
 
Create an Agenda
Agendas give meetings an order, keep them moving and let people know what’s going on. If possible, send out the agenda a couple of days before the meeting so members can look it over and come prepared and ready to discuss the issues. Also, you might want to begin the meeting with everyone checking in – talking about the last movie they saw, or how their week is going. This will bring the participants a little closer and create a more relaxed atmosphere.
 
Time is Critical: Start and End on Time
Once business has started, keep tangential discussions to a minimum. You might want to assign someone as a time keeper to let you know when it’s getting close to the scheduled ending time.
 
Keep Records
Have someone keep accurate minutes or record of the meeting (decisions, issues, tasks). Give out minutes within a few days of the meeting to all group members whether they attended or not.
 
End on a High Note
Summarize what has been said and end on a positive note by acknowledging the work of everyone at the meeting. Set a time and place for the next meeting at the end of your meeting. Let those who weren’t able to attend know when it will be as soon as possible so they can mark their schedules.

As a leader, one of your jobs is to encourage future leadership. One way to do this is to offer other group members a chance to facilitate a meeting. Rotating facilitators reduces the feeling that one person is in charge and has sole decision-making power. Do all you can to get others involved!

Officer Transitions

For the continued success of the organization, it is important for both the outgoing and incoming officers to collaborate for a smooth transition. Here are a few suggestions:

For the Outgoing Officers:

Prepare a “transition file” or notebook for the new leaders. This may contain information about your group’s mission, goals, traditional activities, position descriptions, constitution, timeline of when to start specific tasks (how far in advance to start planning a large event, begin the budget process, etc.), contact information for helpful resources and people, list of priorities for each term, etc. Also consider including a list of things you wish you would have known going into your position, or lessons you learned along the way that made a difference to you. If your organization made any large decisions or changes this year, include information about why and how those decisions/changes were made.

Schedule both one-on-one meetings with the person who will be transitioning into your position, and a group officer meeting with the incoming and outgoing groups to personally share information, advice and ideas.

Be sure to pass on information about any commitments or reservations that have already been made for next year. Has the MU Ballroom already been reserved for next winter’s event? Have you already agreed to co-sponsor a concert with another group on campus? Are there any projects left-undone? Fill in the new group about the decisions, strategies, and efforts made, including what has worked and hasn’t worked. If they decide to continue the project, this will help them to be successful.

Talk about the fact that the new group will be different than the old group…and that’s okay. Encourage open-mindedness. The new group will need time to learn their jobs, figure out how to work with each other effectively, and develop their goals.

Provide your contact information and an invitation to contact you should the new officer have questions or need assistance. Just knowing that you are willing to be contacted can make a difference.

For the Incoming Officers:

Talk with the outgoing officers about what their goals, traditions, ideas, and strategies (both what worked & didn’t work). You do not have to do things the same ways that they did, but knowing what has happened in the past can provide a good foundation from which to start.

Be willing to ask questions...from outgoing officers, your advisor, the people who are affected by the work you do, other students on campus, etc.

Be willing to try new things. Traditions are nice, but also leave room for new ideas and efforts. Know that it’s okay to not just do what the previous groups have done before you.

Do some team-building with your new group. Even if you have all known each other before, this may be the first time you have all worked together in a team. In addition to doing some team activities, discuss expectations, how to work with each other, what you all need from each other, pet peeves, goals, etc.

Establish common group goals. By the end of the next year, what do you all want to have accomplished? What kind of legacy do you want to build?

Immediately take on a realistic challenge as your first project. Experiencing success with the first project can help the group to feel more confident about their abilities. It also allows the opportunity to try a few things, work with each other, and learn more about leadership styles without a lot of risk. It’s kind of like taking a trial run or bowling a “practice ball” before really starting the game!

Start creating your transition file/notebook from the very beginning. Doing so will make next year’s transition even smoother.

Recruitment

New ideas, new energy, and new faces help keep your group fresh and ensure that the organization will continue to exist even after the current members have moved on. You can recruit new members all year long. As you are seeking new members, keep in mind that there are at least five major reasons people join organizations:

  1. They want to get involved
  2. They want to meet people
  3. They want to develop leadership skills
  4. They believe in the cause/purpose of the organization
  5. SOMEONE ASKS THEM TO!

Some possible recruiting methods:

  • Contact staff or faculty members who work with target population
  • Hang flyers around campus
  • Hand out information at a table in the MU Quad
  • Use Facebook
  • Participate in the Beaver Community Fair or START sessions
  • Utilize current members to do personal recruiting of friends or classmates
  • Visit other group meetings to spread the word about your organization and its activities
  • Advertise your group and events (Barometer, flyers, etc.)
  • Recruit at your events

BE CREATIVE!

When someone shows interest in joining the organization, make sure to get their contact information and get in touch with them quickly. Let them know that their participation is important to you and help them feel welcome in the group.

Teambuilding

Creating a team environment in your organization will help you work together more effectively and build a more cohesive, supportive and trusting group. How do you do that?

Set Aside Time Early!
Early in the year have a meeting or a retreat to talk as a group about who you are and what each person’s expectations are for the coming year. Make it at a comfortable place, bring snacks and give yourselves plenty of time to discuss the important issues.
 
Use Icebreakers
Icebreakers are one good place to start with teambuilding. Icebreakers can help in learning each other’s names and making connections between people, as well as simply allowing the group to have fun together. Check out some of the icebreaker ideas in the following resources:
Focus on Communication
At one of your first meetings, discuss appropriate ways to communicate in a group setting in order to establish an open and trustworthy environment. This will help determine the tone of all of your meetings throughout the year. Try modeling good communication skills to the group - listen, emphasize positive things, encourage feedback.
 
Don’t Stop!
Don't stop building a team after the first meeting. Throughout the year, it is important that you continue to communicate, get to know each other, talk about goals and visions and most of all, keep having fun!

Below you will find suggestions about how to fund raise for your organization.  Look at the left menu item to find out about funding resources on campus.

FUNDRAISING

Your organization may decide that fundraising is a good way to raise money for your group. Here are a few important things to remember when you are organizing a fundraiser:

  • All fundraising events must be sponsored by a registered student organization. Events should be registered at least 2 week before the event date.  
  • All financial transactions must be handled by members of the student organization.
  • All funds raised from the event should be deposited into the student organization’s MU Account (MU 215).
  • An individual or individuals of the student organization may not participate for private financial gain.
  • If collecting currency, use a cash box from the MU Accounting (MU 215).
  • All checks must be written to the student organization.
  • Event admission charges shall not discriminate on the basis of race, color, national origin, religion, sex, sexual orientation, marital status, disability, disabled veteran, or Vietnam-era veteran status.
  • All costs associated with the use of state tax-supported facilities must be paid by the student organization.

Funding Resources

Funding Resources

Student organization funding may come from many different sources.  Some organizations institute dues or participation fees, host fundraisers or solicit funding from many places including those listed below.  Student organization fundraising activities being held on campus must be reported through the student organization database.  The Student Events & Activities Center can provide ideas for successful fundraisers.


Student-Fee-Funded Organizations
Student fees are utilized to support student organization development and activies.  These funds are made available through a number of funding boards, depending on unique criteria (i.e. sport clubs are funded through the recreational sports board).  Additionally, some student organizations receive annual funding or fund balance allocation through the Educational Activities Committee.

Educational Activities
Recognized student organizations may be able to receive funding from the Educational Activities Committee (ED-ACT) which exists to support the cultural and intellectual community on campus, to address the needs of students who are members of an underrepresented group, and to increase student retention through the contribution of extracurricular programs. For information about applying for or accessing ED-ACT funds visit the ED-ACT website.
 
Student Foundation
Student organizations can apply for funding from the Student Foundation. The foundation will consider funding events, equipment purchases, travel, and more. To apply, pick-up an application in the Student Events & Activities Center, MU 103. You can also email student_foundation@oregonstate.edu or find visit the Student Foundation Website.
 
Departments
If your club or organization affiliated with a campus department, you may be able to request financial assistance. Some of the key components to a request include showing how the department and students within the department would benefit.
 
Community Businesses or Organizations
You may want to consider requesting funds from a community business or organization (some examples include grocery stores, CH2MHill, banks, HP, new businesses, restaurants). Sponsorship requests to companies or corporations should be made in writing with a professional quality letter or proposal. Include the purpose of the request, the history of the program, type of recognition offered to donors, and instructions on how to make the gift. It is important to follow-up with an in-person visit.
 
National Organization
Some student organizations may find national organizations or grants will support their activities. Use your advisor and other professional resources to help locate these opportunities.






Money Management

Money Management

How you manage your funds is often dependant on your funding source.  For funds that student organizations directly raise through dues, fundraisers, etc, the Memorial Union provides access to a student organization Funds in Trust (FIT) account (information below).  For all other funding sources, contact that budget authority to identify appropriate use and documentation of money expendatures.  

Memorial Union Accounting Office

The MU Accounting Office provides the following services:

  1. Accepts and records deposits of organization’s funds

  2. Processes requests for checks to pay bill

  3. Issues cash reimbursements

  4. Keeps a running balance of organizational funds

  5. Provides a monthly online statement on the status of your account

  6. Provides cash boxes for student organization events

Having an account with the MU does not put restrictions on the use of your money, and it is an excellent resource for record keeping and money management.

The trick to accessing this page is that you have to be within the campus firewall (i.e. accessing any campus-networked computer or accessing the campus network remotely). Computers in residence halls, labs, the library, and public spaces (including the MU) should have access to the campus network.

Sponsored Student Organization Orientation

The Sponsored Student Organization (SSO) Orientation is intended for student leaders of SSOs.  We will discuss roles and responsibilities of recognized student organizations, explore what it means to be in a sponsored relationship, and update you on pertinent Risk Management and Financial Policies as well as accessing your benefits and how to connect with campus resources.   Please sign up for the time and location that best fits your schedule.  Sessions are scheduled for 90 minutes.

Registration for the 2012-2013 academic year is closed.  Registration for the next academic year will open during summer, 2013.

Below and in the menu to the left, you will find detailed information and links about each form required for recognition and how to move through the process of submission.

Organization Information Form

The Organization Information Form is the online tool used to support student organizations through annual reporting and archiving of leadership, membership and organization information. 

Organization Advisors, Sponsoring Units, the Office of Risk Management and Student Event & Activities utilize this tool to review, support, and engage with student organizations. This tool also is used to create online public posting of registered and recognized student organizations at OSU.

 

Submission of an Organization Information Form

In order to complete the Online Information Form you will need the following information:

  • Organization Classification
  • Organization name and/or nickname
  • Organization Purpose/Description (this is what interested people will read to understand what your organization is all about)
  • Organization contact information (where applicable): email, websites, facebook, blog, twitter
  • Number of active members
  • Officer Transition times
  • Mailing address (where applicable)
  • Affiliation information (if your org is connected to or governed by a/n inter/national organization outside fo OSU)
  • Financial account information
  • Contact information (first/last name & ONID user name) of student leaders
  • Contact information (first/last name & ONID user name) for Advisors

Sponsorship Overview

The purpose of the sponsoring relationship is to support the potential of student organizations from within University units, while strengthening the mission of Oregon State University.  Faculty, staff and students offer each other invaluable opportunities for interaction, learning and development through commitment to common goals. Through sponsorship, the University gives its units the chance to align with student organizations in order to actively contribute to the cultural, social and academic life on campus and enhance student life at the University. The University also offers the student organization its resources in order to allow the organization to fulfill its mission and attain its goals. Through the sponsoring relationship, the sponsoring unit and student organization are together, making the OSU experience real and meaningful.

Sponsored status for a student organization is a statement of recognition by Oregon State University that the student organization is a key element in helping the University realize its mission.  University units that wish to sponsor a student organization must be committed to the support of that organization’s mission and activities.  In addition to formal advising, unit support may take any of the following forms: financial, administrative, office and/or operational space. 

Student organizations and University units considering sponsorship should be aware of the following:

  • The mission of the student organization must be aligned with both the Sponsoring Unit’s mission and that of the University.
  • Membership of the Student Organization must consist of 100% Oregon State University Students.
  • The student organization and Sponsoring Unit are jointly responsible for compliance with all University policies and procedures, including but not limited to the following areas:
    • risk management
    • travel
    • financial management
    • contractual agreements
    • acquirement, reporting and management of property
    • OSU student of conduct
  • Annually, the student organization must submit appropriate registration & recognition materials including:
    • Organization Information Form
    • Risk Assessment Form
    • Sponsorship Agreement, inclusive of appropriate signatures
  • In sponsoring a student organization, the sponsoring unit views the student organization, through its efforts, as worthwhile and vital and therefore commits itself to provide support for the organization and its endeavors.
  • Identification and commitment of a Faculty Advisor to serve in the capacity of mentor, educator and accountability manager (as detailed in the Faculty Advisor Role & Responsibilities document) is required and should be assigned by the sponsoring unit.
  • Once sponsored, the student organization would be a representative of the University; therefore, a high level of accountability from the organization will be required, while recognizing the importance of the organization’s self-direction and student leadership.

It is recommended that the terms of sponsorship already be finalized before inputting the information into the sponsorship agreement. The Sponsorship Agreement Proposal/Planning Sheet is a tool available to help with negotiations and obtaining the information needed to complete a sponsorship agreement.  While the agreement may be modified after the initial submission, all parties (student organization representative, Faculty Advisor and Sponsoring Unit Head) will need to resign for each modification.

In order to have access to complete a sponsorship agreement, your organization must first submit an Organization Information Form.  After completing the form, you will have access to submit a sponsorship agreement via your dashboard.

  • After you log in, you will be directed to your Dashboard.  You will see a listing of the organization you are involved with followed by the words “View Annual Registration,” “Complete Risk Assessment & “Complete Sponsorship Agreement.” Click on the “Complete Sponsorship Agreement” hyperlink to submit your sponsorship agreement.

  • Fill in the Sponsorship Agreement details and click “Submit Sponsorship Agreement for Approval” at the bottom of the form.

  • After submission, the Student Org Representative, Faculty Advisor & Sponsoring Unit Head will receive an email with a link and information for reviewing, approving and electronically signing the agreement.

NOTE:  Applications for new student organizations will be accepted starting Summer Term for the 2012-13 academic year. 

 

Review current listing of active student organizations to determine if a similar organization currently exhists.  If not, START ONE!

 

How to get Started

  • If you have not done so already, please review the Student Organization Classification information in order to get a sense of what is required of each categorization moving forward.  Only two of the three classifications - Sponsored & Voluntary Student Organizations - are recognized by the University.  Non-Affiliated Student Organizations are not University recognized and are simply registered.
  • Depending on your prospective organization classification, identify a minimum of 4-10 OSU students (including yourself) interested in supporting the creation of your new organization.
  • Schedule a time to meet with a representative from the Student Events & Activities Center in order:

1. To determine if a similar organization is currently active or to access historical information and governing documents of a similar group that might be currently inactive.

2. To discuss the details of and continue the process of becoming a registered/recognized student organization.

Constitution or Governing Document Guidelines for Student Organizations

The constitution guides an organization in its operations and activities and, accordingly, are intended primarily for the organization’s benefit and use. The constitution contains the fundamental principles and structure of the organization, and outline the basic rules of procedure by which a group’s membership govern their organization.

The constitution should be carefully formulated, clearly worded, and kept up-to-date so that the needs of the organization can be met. It is recommended that each member of an organization have a copy of the constitution.

The following outline is provided to assist in the preparation of a constitution. Use this guide to prepare a constitution for your student organization. If there are any problems or concerns with your constitution, a member of the Student Events & Activities staff will contact you.

Risk Assessment

Student Organization Risk Assessment Survey required for all Sponsored and Volunteer Student Organizations as a component of the annual registration process.

This information will allow your Faculty/Staff Advisor and OSU Risk Management to determine the appropriate classification of relationship with the University; what if any insurance coverage is available or additionally required for your organization; and the appropriate resources and training needed to ensure a sustained environment for risk reduction, accountability and relationship with the University. Completion of this document will contribute to your organization being considered for Recognition by Oregon State University.

When searching for an advisor, we suggest you write out your expectations along with the expected time commitment to share with prospective advisors. It is suggested you find an advisor who shares an interest in the group’s purpose as this person should be active with your organization and not simply a name on a list.   One way to do this is to ask organization members for names of faculty or staff members who have been helpful or who they think may be a good match for the group.

After identifying a possible advisor match, approach that individual to determine interest and expectations they have for working with your organization.  This relationship should be collaborative in nature with the advisor serving as facilitator, educating on the broadest scope of opportunity and the students determining which opportunities to pursue. Continual communication is important in developing a strong relationship. As the year progresses, be sure to keep the advisor informed about meetings, activities and issues that are pertinent to the organization and continue to use the advisor as a resource.

Only Sponsored Student Organizations (SSOs) are required to have a Faculty Advisor, as articulated in the Sponsorship Agreement between the student organization and sponsoring unit.  In addition to the information above, Faculty Advisors to SSOs should review and understand the Role & Responsibilities of Faculty advisors.

Voluntary Student Organizations (VSOs) are not required to have a Faculty Advisor.  Therefore, those who choose to advise these organizations have no formal responsibility or oversight of the organization.  The role and responsibilities of the advisor to a VSO in minimal and since there are few rules for what role the advisor will take, it is up to you to sit down with your advisor and come to an agreement about what role they will play.

Non-Affiliated Student Organization are not University recognized student organizations and as such we strongly recommend against serving as an active advisor.  If you have questions, please contact us in the Student Events & Activities Center.

1Facilitator Model of Relationship

Oregon State University recognizes that sponsored student organizations are inherently linked to the University because of their role in enhancing education, representing OSU and/or presenting events that are considered an integral part of the institution.   In order to best support the learning of student leaders in our community, we have adopted a philosophical approach of partnership and collaboration with individual students and student organizations as “facilitators” in the involvement experience.  As “facilitators,” advisors work with administrators, faculty and staff to support student organization members and leaders in making intelligent, fair and reasonable choices within the boundaries established by state, federal and local laws, university rules/policy, and the mission of the sponsoring unit.  At Oregon State University, the Faculty Advisor serves as the primary “facilitator” to Sponsored Student Organizations.

 

Role of the Faculty Advisor

The OSU Student Organization Recognition Policy (SOR) defines a Faculty Advisor asfaculty, staff or personnel responsible for maintaining relationship with a sponsored student organization that allows for education and development as well as administration of data collection and University policies, procedures and guidelines.”

A Sponsoring Unit must provide a faculty advisor who shall be the primary liaison between the Sponsoring Unit/University and the Sponsored Student Organization (SSO). Under the tenets of the Facilitator University Model, the faculty advisor is much more than just a signature at the bottom of a piece of paper.  Rather, the faculty advisor works collaboratively with students, sharing responsibility for the development, practices and outcomes of Sponsored Student Organization and its events. 

 

Responsibilities of Faculty Advisor

As constituents of a Facilitator University, the faculty advisor works collaboratively and proactively with students, sharing responsibility for the organization and its events.  Faculty advisors support, guide and partner with student organization leaders to ensure, fair, intelligent and reasonable decisions and actions.  Specifically, it is expected that the faculty advisor:

  • Serve as the primary link between the sponsoring unit and student organization in order to support the success of the sponsorship relationship as outlined in the sponsorship agreement
  • Be a facilitator and a resource for student leaders in the interpretation of and compliance with University policies & procedures.
  • Be a role model, demonstrating professional, ethical and positive behavior
  • Annually review the student organization’s governing documents (constitution & bi-laws) and/or guiding policies to ensure accountability by the student organization.
  • Annually review risk assessment of student organization and work with the Office of Risk Management to identify and then mitigate any issues of concern
  • Partner with student leaders planning and executing organization events & activities, including travel. 
  • Support student organization leaders with the timely reporting of organization events & activities to allow for visibility, risk assessment & insurance considerations
  • Maintain awareness of student organization expenditures, ensuring that University funds are expended appropriately
  • Engage with the student organizations solicitation for sponsorship or donation to ensure all University, OSU Foundation, State, Federal and IRS policies and regulations are complied with
  • Facilitate the advancement of contracts and  purchases through appropriate unit financial processes, business center and/or University Procurement & Contract Services
  • Ensure appropriate use of the University name and trademarks in conjunction with the student organization and its activities
  • Promote co-curricular learning through organizational development, events & activities planning,  and interpersonal relationships
  • Act as a resource to the campus for communication and issues related to the student organization. 

The Unit Head, faculty advisor and student organization leaders should discuss any additional roles or responsibilities of the advisor in supporting the student organization.  The key point is to work in partnership (advisors & student leaders to encourage organization success and rewarding experiences.

VSO Advisors - Roles and Responsibilities

As the advisor to a Voluntary Student Organization, your role is instrumental in helping the student organization and its members grow, develop and learn real life leadership skills for the future. Your support will not only help the student organization succeed but more importantly, create an exciting learning opportunity through involvement that both you and the organization can enjoy and appreciate. In your role, please keep in mind the following:

  • Voluntary Student Organizations are student-run organizations, recognized as being "@ Oregon State University." While recognized by the University, VSOs are not considered official representatives of the Oregon State University.
  • VSOs are not required to have an advisor as a condition for recognition. Thus, it is recommended that you have spoken with your Department Head and/or Dean, to ensure that this voluntary role does not conflict with your work responsibilities.
  • Your role is not one of directing or controlling the work of the student organization but rather, one of advising, consultation and support of the organization needs.
  • VSO activities should not be supported by departments either with funding or access certain university benefits (i.e. Motor Pool) unless the activity has been sponsored by a department through an Event Sponsorship Agreement.
  • Resources are available through the Student Events & Activities Center to support your knowledge of university policies and guidelines that your student organizations will work within.

Sponsored Student Organizations are required to officially report all activities, events, programs to ensure participation with the OSU self insurance fund. By reporting your event you will be in essence submitting a risk assessment. This will allow your advisor, the Student Events Activities Center and the Office of Risk Management opportunity to provide advice and education to student organization leaders in maintaining environments of risk reduction promoting the development of knowledge around programming with care for the community.

  • The first opportunity to report is a component of the Annual Registration process. You will be asked to list all known annual activities, programs and events.*
  • Secondarily, you will need to submit an actual event report at minimum of 30 days in advance of the activity, event, program through the Student Organization Data Base. This posting will require a detailed outline of the activity which will allow you to identify areas that need consideration for special care as well create visibility to the broad OSU community through automated listing on the OSU calendar. This report will also allow Student Events and Activities to track the good work of your organization for consideration of recognition and awards. Special care around fundraisers, philanthropy, travel and sponsorship/participation by non-OSU individuals and/or minors, alcohol and food service is required.**

 

*Activities that reoccur such as general meetings need only be reported once with notation of frequency of occurrence.

**The organization's social and recreational gatherings are not seen as official university business/sponsored activities that are covered by the University Self-Insurance Fund and do not need to be reported. However the same standard of care regarding risk should be taken.

Event Reporting - Non-Affiliated Student Organization (NSO)

Non-Affiliated Student Organizations are not required to report their activities. When programming on campus an NSO must meet the standard of care and comply with any regulations, procedures, etc. established through the facility/venue that is being used.

Volunteer Student Organizations are required to officially report all on-campus activities, events, programs that are open to more than club members, including all philanthropies and fundraisers, those with minors or vendor participation, alcohol and food service as well all University Sponsored Activities.

General meetings, executive meetings, organization member social and recreational gatherings, information tables, etc. do not need to be reported.

Student Org. Digest

The Student Org. Digest is a newsletter intended to disseminate information to *recognized student organizations on campus.  The Digest includes information and updates for student organizations in addition to information about campus involvement opportunities, scholarship, work and internship opportunities, campus resources and events and activities happening on campus.  It is also a place for student organizations to share information with each other.  If you would like to have information sent to student organization leaders through this digest, be aware of the following:

Student Organization Alignment Group (SOAG)

In 2011, Oregon Senate Bill 242 (SB 242) was signed into law granting greater autonomy to the Oregon University System (OUS) – Oregon’s 7 public universities.   SB 242 has allowed the separation of OUS away from the State of Oregon’s Department of Administrative Services (DAS) and the state self-insurance fund.  OUS is currently in the process of identifying and obtaining required insurance policies to cover the exposures present in the seven university’s missions with an effective date of July, 1 2012.  As Oregon State University (OSU) and OUS moves away from the state Self-Insurance Fund and purchases private insurance policies, it is imperative that we disclose all student organizations, which we treat as part of the University’s own functions. In addition, the knowledge of all active student groups on campus and proper categorization of these groups allow proactive risk control methods: from personalized risk assessments, proper insurance obtainment, waivers, and education of evaluating risks and their subsequent management.

The Student Organization Alignment Group, consisting of OSU Risk Management, Legal Counsel, the Student Events & Activities Center, the Center for Fraternity & Sorority Life and Recreational Sports, is leading in the effort to:
