Minutes
Attendance: Roger Nielsen, Chair, Deanna Kingston, Steve Lawson, Janet Tate, Mark Zabriskie, and Debbie Delmore
NSF– Partnerships for International Research and Education Program – Letters of Intent Review Meeting.
Steve questioned the expected level of funding from NSF for the Partnership. Roger said that he had received Steve's email about this and had forwarded it to Jack. Roger did not have the information on this. Roger did state that there is no matching funds requirement for this program and that all the proposals are multi–year and all over half a million dollars, so they are all probably equivalent.
Jeff Morrell's comments from his email were read.
The Research Council decided to limit the discussion to the proposals that scored above 3.0; Hibbs, Schultz, and Strub.
Comments on Hibbs Letter of Intent:
- Janet Tate: liked the Africa aspect.
- Deanna Kingston: not much collaboration with Africa, if they could demonstrate collaboration it would be stronger.
- Steve Lawson: Africa under appreciated - not lots of research there.
- Mark Zabriskie: single academic unit at OSU.
- Jeff Morrell: strong, shows collaboration, prior coordination.
Comments on Schultz Letter of Intent:
- Jeff Morrell: prior work, diversity, plans good, not linked to OSU goals.
- Steve Lawson: good emphasis on Engineering, capitalizes on existing strengths at OSU, developments valuable, well written, educational component weak, huge applications.
- Roger Nielsen: PI's mid-career and active, good people, access to hardware technology for UK, Schultz has access to collaborators.
- Mark Zabriskie: strengthen programs already in place, students going for a long period of time and would be totally immersed.
The Research Council wanted to make sure that feedback to Schultz indicates that he try to emphasize the educational aspect (point out extended appointment of students) to make the proposal more competitive.
Comments on Strub Letter of Intent:
- Jeff Morrell: bilateral, some prior interactions.
- Mark Zabriskie: exchanging in both directions better, broader OSU groups, collaborations already established.
- Roger Nielsen: education (strength), weakness–how effective our collaborators will be, PI's weighted toward physical oceanography.
- Steve Lawson: good (broader).
- Deanna Kingston: more bilateral, more education, addressed OSU strategy.
Feedback from the Research Council should include that they take advantage of what they have already done and make sure they emphasize what they do.
The Research Council decided to recommend the Schultz letter of intent to the Vice Provost for Research.
There was discussion that this process of reviewing for the Research Council needs to be streamlined. Roger said that he would like to have a meeting with Jack and John Cassady, the new Vice President for Research and discuss how the Research Council will operate next year.
Deanna Kingston will be in London during Spring Term. She will be unavailable for meetings during that time.
