Sponsors with Electronic Proposal Submission


The following is a list of sponsors that require or allow at least partial electronic proposal submission and a brief description of each of the systems. Some online submission systems require an Authorized Representative to be notified of or to review and approve proposals in progress. In these cases the PI should enter the appropriate information for the Authorized Representative (Grants Officer) as follows.

This information is important to notify Sponsored Programs that a proposal is in progress so that review and approval can be completed in time to meet sponsor deadlines. With all proposals, Sponsored Programs approval of a paper copy is required prior to being submitted to the sponsor.

National Institutes of Health Commons

The e-SNAP system is being developed to facilitate easier submission of progress reports for continuations. As of Spring 2004 the system is still in a pilot-testing phase.

National Science Foundation

NSF requires electronic submission for all proposals including revisions and supplements using the Fastlane system. In order to register for a Fastlane user account, the PI should supply Sponsored Programs with the information requested on the NSF Fastlane System Registration Form. The PI should use the 'allow SRO access' utility in Fastlane to enable Sponsored Programs to view the proposal online. Once administrative approval of a paper copy is completed the PI must notify Sponsored Programs when ready for submission. Sponsored Programs then electronically signs and submits the proposal to NSF. The Project Reports System allows the PI to submit annual and final reports as well as post award updates to NSF.

United States Department of Agriculture

USDA is currently developing the e-Apply system, which will require online proposal submission. A few offices are expected to require submission using the new system by October of 2003. It is anticipated by fiscal year 2005 that all USDA proposals will be submitted via the e-Apply system.

Department of Defense-Congressionally Directed Medical Research Programs

The e-receipt system allows for online proposal submission, separate actions must be taken by the applicant and the contract representative to complete the submission process. After review of a paper copy of the proposal the final submission is made by Sponsored Programs. The information referenced above should be entered for the Authorized Representative to ensure Sponsored Programs the necessary access to approve the proposal.

Department of Defense-Office of Naval Research AdminWeb

Award notifications are sent to Research Accounting by email for retrieval from ONR's Award Web. Also, monthly Status of Financial Reports are received from AwardWeb and distributed to PI's and department accounting staff as appropriate.

Department of Education

Using e-Applications, applicants can apply on-line to a specially selected group of grant programs. Sponsored Programs receives an email notification only after submission has taken place, the PI completes the online submission. Sponsored Programs approval of a paper copy of the grant application is required prior to being submitted electronically to the sponsor.

National Aeronautics and Space Administration

Some NASA offices require PI's to submit an online letter prior to submitting the proposal. A copy of the letter should be provided to Sponsored Programs when the full proposal is submitted for approval.

Department of Energy

The IIPS system allows electronic submission of proposals. Sponsored Programs policy for this submission is to allow the PI to submit electronically using their own IIPS account after a paper copy of the proposal has been approved following normal procedures.


Private Sponsors With Electronic Proposal Submissions

American Heart Association

Electronic submission is required, but electronic Authorized Representative approval is not required at the proposal phase by AHA. A paper copy of the proposal must be approved by Sponsored Programs and then submitted electronically by the PI. In order to avoid a delay in processing an award, it is important to enter the above referenced information for the Grants Officer at the proposal stage. This information is used to contact Sponsored Programs if a proposal is awarded.

Dreyfus Foundation

As of July 2003 the proposal cover sheet must be submitted electronically, the remainder of the application must be submitted to the Foundation in paper form. Sponsored Programs approval of a paper copy is required prior to being submitted to the sponsor.

Proposal Central

Proposal Central is a web based grants management system allowing grant-making organizations to simplify receipt and review of applications. Participating organizations include: Alliance for Cancer Gene Therapy, Alzheimer's Association, American Cancer Society, American Lung Association, Arthritis Foundation, Cancer Research and Prevention Foundation, Cystic Fibrosis Foundation, Juvenile Diabetes Research Foundation International and Paralyzed Veterans of America. Electronic submission is required, but electronic Authorized Representative approval is not required at the proposal phase. A paper copy of the proposal must be approved by Sponsored Programs before submitted electronically by the PI.
