HED-USAID-Africa-US Higher Education Initiative Planning Grants Deadline:
February 2, 2009

The Research Office is requesting Letters of Intent for the HED-USAID - Africa-U.S. Higher Education Initiative Planning Grants program to support planning for long-term partnerships to strengthen the capacity of African higher education institutions in the areas of (1) agriculture, environment and natural resources, (2) health, (3) science and technology, (4) engineering, (5) education and teacher training/preparation, and (6) business, management and economics and increase the engagement of U.S. higher education institutions in Africa.

The program limits to two (2) the number of proposals that may be submitted by Oregon State University for which it intends to be contractually responsible. In an effort to provide the highest level of excellence and viability for funding, a review process will be put in place if more than two (2) proposals are submitted. The finalists will be asked to represent Oregon State University and to submit their proposals to the HED-USAID - Africa-U.S. Higher Education Initiative Planning Grants program.

Guidance for preparation of Letters of Intent to the Research Office:

    • Title of Project
    • PI/Co-PI
    • Budget
      • Evidence of commitment to share costs and a clear linkage between expenditures and project objectives and activities
      • Evidence of equitable distribution of award funds among partners.
    • Brief description of partnership objectives to be achieved through the planning process that address the goal of the Initiative: to enhance and empower higher education institutions in Africa and the United States to contribute more effectively to African development and transformation.
    • Brief description of development issue or problem of interest to one of the six focus areas of the Initiative.
    • Brief overview of the proposed partnership, focusing on the qualifications and experience of the partners, commitment of partners to effective collaboration and principles of good governance, factors outside the institution that will help or hinder partnership implementation, and the potential for significant positive impact.
    • Brief description of partnership’s potential for innovation and change.
    • Include a copy of the PI’s vitae and a brief summary of previous funding success.
    • Be limited to three (3) pages, exclusive of vitae.
    • Be submitted electronically as a MS Word or PDF document to: debbie.delmore@oregonstate.edu
