What information is considered when looking at a Faculty Release Time grant?
The purpose of the program is to enable a faculty member to prepare better, more competitive proposals for external funding. Proposals which focus on the development of significant scholarly work are also considered. The FRT is used to facilitate increasing levels of external funding to OSU and to support the academic scholarly endeavor. See FRT Guidelines - Eligibility
Why do the department chair and dean submit the application?
A faculty release time award will affect the program's teaching schedule. It is essential that a department head/chair and the College Dean be supportive of the faculty member's application.
Are faculty with teaching appointments at less than 100% eligible for consideration?
Yes. See FRT Guidelines - Eligibility section.
Can a Research Associate be a PI on an Incentive Fund Proposal?
The OSU Research Office does not restrict Research Associates from being PIs. However, some colleges do. Therefore, the Research Associate must get approval from the dean of the college before submitting the application to the Research Office.
Can a graduate student be a Principal Investigator?
No, graduate students may not be PIs, but they may be Co-PIs.
Can a Research Assistant, a no-rank faculty, and a courtesy/visiting faculty be a PI on an OSU Incentive Program proposal?
No
My Co-PI is not on the faculty at OSU. Should I submit his name, vita, and role in the project?
Yes
Can salaries be included for people involved in the project who are not employed by OSU?
Yes. See GRF Guidelines - Use of Funds.
Does the recipient limitation (once in 24 months for PIs) also apply to Co-PIs?
Yes
Are multiple applications by one investigator acceptable?
Yes, but you are eligible for only one award. See GRF Guidelines - Award Information.
Should we hire graduate students as research assistants on a proposed project on a hourly/timecard basis, or put them on a graduate research assistantship?
GRF may be used for student "hourly" wages. Please note that graduate students are required to submit a statement that this work is not part of their thesis. See GRF Guidelines - Use of Funds.
How will the research information presented in the final report be treated?
The Research Office uses the reports to document the outcomes for the funded projects . Occasionally, the Research Office will highlight some reports in new releases, campus mailers, generic research reports, or other web or print publications. If alerted, we can withhold information for the public until after you have published or patented the work.
Does "faculty with uncommitted start-up funds" imply faculty with no uncommitted start-up funds, or with partially committed start-up funds?
All startup funds must be committed or encumbered to be eligible for applying.
Does "uncommitted start-up funds" apply to start-up funds provided by the Research Office, or any source of start-up funds?
The restriction applies to all start-up funds, regardless of the source.
If I am PI on one proposal and Co-PI on another, how does this influence the funding decision?
If an individual faculty submits one proposal as the Principal Investigator and is on another as Co-Principal, and both proposals are ranked high enough for funding, then the proposal submitted as Co-Principal would be not funded. See GRF Guidelines - Award Information.
If permission has not been given by an agency to proceed with the project proposed in the GRF grant, can I still apply for the GRF grant?
Yes. Then if the project is funded, you can use the GRF to leverage cooperation from the agency. The intent of the GRF is to enable faculty to carry out scholarly, creative work that should lead to the pursuit of other funding sources.
What are the guidelines for the eligibility of applicants for the GRF grant?
Faculty with the rank of instructor and above are eligible to serve as Principal Investigator. The Research Office does not restrict Research Associates from serving as Principal Investigator, however some colleges do. Approval by the dean of the unit must be received prior to submission of the proposal to the program. Faculty with courtesy appointments or post doctorates without independent funding may serve as Co-Principal Investigator only. See GRF Guidelines - Eligibility.
Are professional faculty eligible to apply for the GRF grant?
No
To whom is the memo containing the request for proposals for each of the incentive funds sent?
An all-faculty email announcement is sent out for each of the programs, followed by an email announcement to the deans, heads/chairs, and directors. A courtesy reminder is also sent out a week prior to the deadline to the deans, heads/chairs, and directors. Are new faculty eligible to apply for the GRF grant?
The Research Council is interested in supporting new faculty. However, new faculty with uncommitted start-up funds are not eligible for consideration. See GRF Guidelines - Eligibility.
Are fixed-term faculty eligible to apply for the GRF grant?
Faculty with the rank of instructor and above are eligible to serve as Principal Investigator. See GRF Guidelines - Eligibility.
Is there an upper limit on funding for the RERF proposals?
No.
Are there any funds available for small (under $5000) grants for the purchase of supplies, e.g., laptop computers, PDAs, overhead projectors?
No
Would repairs on equipment be considered eligible for funds? How is this value quantified, and does the PI make an argument for this value in the proposal?
Yes, if the equipment when repaired meets the University's definition of capital equipment. Contact the Research Office for specific information.
Why do I need to itemize the budget or provide a cost quote?
Funding decisions are final and must accurately reflect the true cost of the acquisition. Cost overruns are not covered.
What is the definition of capital equipment?
The formal definition of capital equipment is any article of non-expendable, tangible personal property having a useful life of more than one year and an acquisition cost of at least $5,000. See RERF Guidelines - Program Description.
If I miss the deadline for one competition, and still participate in an undergraduate research program anyway, can I get reimbursed for expenses if I am given an award in the following competition?
No. A student will not be awarded funds as reimbursement for a research activity that has already been completed. Proposals submitted to the URISC program must be work that is "proposed" to be done if the applicant receives funding. Funds must be used in the period of time that the expenses occur.
Why is travel to meetings or conferences not eligible?
Based on the recommendation of the URISC Advisory Panel (4/00), funds to support travel to regional, national or international meetings for the expressed purpose of presenting the results of student research efforts are not eligible. Given the very limited resources available for this program, and given that the intent of the program is to create opportunities for students to become involved in scholarly activities where those opportunities might not otherwise exist, funding of these requests was deemed not in the best interests of the program. The panel recognizes the absolute importance of communicating the results of scholarly activities to the broader academic community. However, it decided to focus these resources on the "knowledge generation" aspects of scholarly activities.
If a student is graduating in June, would they be eligible for the following summer funding?

Can a student receive the URISC grant for more than one year?
Students are encouraged apply as many times as they would like. However, they will ordinarily be limited to a single award during their undergraduate academic careers at Oregon State University. The URISC program is intended to encourage those early in their academic careers, and to assist in initiating a research relationship between faculty member and student. After URISC funding, the faculty member would assume financial responsibility for the student's work. See URISC Guidelines - Limitations/Other Requirements.
Is the scholarship for URISC limited to work performed at Oregon State University?
No, providing that the research sponsor is an OSU faculty member and all of the URISC eligibility requirements are met.
How many credit hours must a student be enrolled for, in order to apply for the URISC scholarship?
12 credit hours. See URISC Guidelines - Eligibility.
Does the URISC program fund international study?
To qualify for URISC funding, the student must be enrolled at OSU for at least 12 credit hours. International study would not qualify. See URISC Guidelines - Eligibility. Also refer to the International Undergraduate Research Program
Are courtesy faculty eligible to serve as Faculty Project Advisor for URISC students?
Yes. The advisor must adhere to all OSU, state, and federal requirements for student-faculty interactions.
