Do the Significant Financial Interest exclusions include foreign govnerments and institutions of higher education?
No. The significant financial interest exclusions are specific to US government agencies (Federal, state and local) and institutions of higher education as defined in 20 U.S.C. 1001(a). Any remuneration from or equity interest in a foreign government agency or institution of higher education must be disclosed if it meets the thresholds defined under “significant financial interest.”
