International Programs

International Programs seeks to foster, coordinate and advocate for programs and services that have an international dimension. IP is a creative catalyst to help OSU become a premier international university, with its mission reflecting global interdependence and the increasingly international basis of Oregon's economy. IP engages in entrepreneurial efforts to provide the resources necessary to support its mission.

The Division of International Programs consists of three units under the APIP and is located in two buildings: Heckart Lodge and the International Living - Learning Center (ILLC).

The Associate Provost guides OSU's internationalization efforts, manages international initiatives, such as international partnerships and agreements, supports international research and regional foci, and cultivates global engagement.  In addition, the Associate Provost oversees the units below.

International Degree and Education Abroad (IDEA)

Administers, promotes, and advises OSU students, faculty, and community members on opportunities related to the International Degree program, study abroad, international internships and service learning, and education abroad scholarships and fellowships. IDEA supports OSU faculty and staff who propose and administer department-level student exchange programs and faculty-led education abroad programs. IDEA prepares OSU students to graduate from OSU with enhanced global awareness and intercultural skills, which are necessary to excel in a globally competitive job market. IDEA coordinates the Education Abroad Committee which ensures that OSU education abroad programming aligns with the high standards and best practices set by the Standards Development Organization for Education Abroad.

Advises international students on visa matters, scholarships, cultural adjustment and accessing university resources.

ISFS is the central campus resource for hosting international visitors and/or hiring international employees. ISFS advises international scholars on visa and immigration issues and provides resources on working abroad.

OSU's unique partnership with INTO OSU opens the doors for more international students to join the OSU community.  Manages the curriculum, instruction and advising related to the intensive English and academic preparation programs.

Awards & Accolades

International Programs helps to support and celebrate the achievements of OSU faculty and students who selected for grants and fellowship that involve international teaching, research and study.  The following list consists of several prestigious grant programs that not only enrich the individuals awarded, but help to enrich the OSU campus learning environment upon their return.  

Faculty Internationalization Grants (FIGs)

The FIG Program is now closed for 2012-13. 

The new application cycle will begin September 30, 2013.  

 

Faculty Internationalization Grants (FIG) are designed to encourage and support OSU faculty who are working to further OSU’s internationalization efforts as well their own professional involvement in activities that enhance our teaching, research and engagement with topics and colleagues beyond the U.S. OSU’s current internationalization efforts include recruitment and retention of diverse international students, developing and supporting education abroad opportunities for OSU’s domestic students, promoting global learning through curricular and co-curricular means, and fostering strategic international partnerships to promote faculty research and outreach activities. Grants are available to OSU faculty to help promote international research, partnership, and collaboration. The applicant’s unit is expected to share the cost of this investment to promote internationalization across the University.   

International activities eligible for funding

  • Travel or lodging for purposes related to international research site – funds will be awarded to support individual or collaborative international research by faculty.
  • Travel or lodging to participate in an international conference – funds will be awarded to help faculty present papers/workshops and/or moderate panels at professional meetings and conferences abroad.
  • Travel or lodging to teach as a visiting faculty at an international university.
  • Invite international researcher/collaborator to OSU – funds can be used to support travel, lodging, or speaker fees/honoraria.
  • Travel or lodging for purposes related to the development of a new education abroad opportunity.

Grants

  • Maximum award amount: $2,500
  • Matching funds of at least 25% at the unit level are required. 
  • Applications will be accepted throughout the year and awarded on a rolling basis.
  • Grants are awarded through International Programs and administered within the awardees’ respective units.

Eligibility Requirements

Applicants must be:

  • OSU faculty  (includes professional and fixed-term, non-tenure track) 
  • 0.5 FTE or greater
  • 9-12-month appointment

Ineligible: Emeritus, visiting, courtesy or temporary faculty, graduate students and post-docs.

Criteria for Award Selection

  • Describe how the activity furthers OSU’s internationalization efforts.
  • Describe how the activity enhances your own professional portfolio (teaching, research and/or engagement) with topics and colleagues beyond the U.S.
  • Letter (email) of support from Dean or Associate/Vice Provost.
  • Note: FIG awards are limited to one award per faculty member per academic year.

Approval Notification and Procedures for Transfer of Funds

  • Units must provide at least 25% in matching funds of total request. For example, if the total request is $2,500, the unit must provide a minimum of $625 in matching support.
  • Applicants will be notified of approval or incompleteness by the Office of the Associate Provost for International Programs within 30 days of application submission.
  • International Programs will transfer the funds to a departmental index code provided by the recipient. The recipient/unit will be responsible for tracking expenditures and following University policies related to travel, procurement, reimbursements, etc.

Awardee Obligations

Awardees must submit a one-page FIG Reflection Report to their college/unit and International Programs within 30 days of completing the activity. The report should include:

  • Outcomes of the activity and how it contributed to the internationalization of the college/unit/college/ university.
  • Your plans to disseminate what you have learned as a result of the activity. We encourage awardees to share knowledge and contacts by participating in department, college, or University international activities.

IP will post these reports on our website to illustrate the depth and breadth of international activity on campus and to provide a conduit for networking amongst faculty.

Graduate Internationalization Grants (GIGs)

The Division of International Programs, in collaboration with the Graduate School, is pleased to announce the launch of a new Graduate (student) Internationalization Grants program known as GIG, beginning Spring Term 2013. 

Graduate Internationalization Grants (GIG) are designed to encourage and support OSU graduate students who desire to engage internationally either in research or internships that relate to their field of study.  Grants are available to masters and doctoral students to help fund international travel to research or internship sites and pay for related expenses. The applicant’s academic unit is expected to share the cost of this investment to promote internationalization across the University.

OSU’s current internationalization efforts include recruitment and retention of diverse international students, developing and supporting education abroad opportunities for OSU’s domestic students, promoting global learning through curricular and co-curricular means, and fostering strategic international partnerships to promote faculty research and outreach activities. 

International activities eligible for funding

  • Travel expenses (airfare, lodging, meals) related to international research or internships.

Grants

  • Maximum award amount: $2,000.
  • Matching funds (at least 25%) at the academic unit level are required
  • Grants are awarded through International Programs and administered within the awardees’ academic units.

Application Deadlines:

  • February 1 for travel between March 1 and July 31,
  • May 1 for travel between June 1 and October 31,
  • August 1 for travel between September 1 and January 31, and
  • November 1 for travel between December 1 and April 30 of the following year.

Eligibility Requirements

Applicants must be:

  • Degree-seeking OSU masters or doctoral students.   
  • Upholding the Graduate School’s Continuing Enrollment minimum registration requirements.
  • In good academic standing.

Domestic and international students are eligible.

Ineligible: Post-doctoral scholars

  • strong letter (email) of support from your major professor.

Award decisions are also contingent upon availability of funding and will take in to account representation across the University.  Note: GIG awards are limited to one award per student per academic year.

Fulbright Faculty Program

The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government and is designed to “increase mutual understanding between the people of the United States and the people of other countries.” With this goal as a starting point, the Fulbright Program has provided almost 310,000 participants—chosen for their academic merit and leadership potential — with the opportunity to study, teach and conduct research, exchange ideas and contribute to finding solutions to shared international concerns. The Fulbright Scholar Program offers teaching, research or combination teaching/research awards in over 125 countries each academic year.

2012-13 Fulbright Visiting Scholars to OSU 

DarLi YangDr. Dar Li Yang (National Formosa University) 

Dr. Yang, a Professor of Information Sciences/Systems at National Formosa University in Yunlin County, Taiwan,  will conduct research on "Using Data Envelopment Analysis and Data Mining Methods to Evaluate the Efficiency of Hospital Management".  He is hosted by Dr. Ping Hung Hsieh in the College of Business.

 Amira Bidani

 

Dr. Amira Marzoug Bidani (University of Gabes)

Dr. Bidani, a Research Associate at the University of Gabes in Tunisia, will conduct research on "Genotypic Characterization of Cultivars and Wild Blueberry Germplasm.  She is hosted by the U.S. Department of Agriculture and is also collaborating with OSU's Department of Horticulture.

2012-13 OSU Faculty Fulbright Fellows/Distinguished Chair

Dr. Julie Elston (Business – Cascade Campus) Julie Elston

Dr. Elston has been awarded theFulbright-Kathryn and Craig Hall Distinguished Chair for Entrepreneurship in Central Europe at the Wirtschaftsuniversität in Austria. Julie will share research in entrepreneurial studies, teach international entrepreneurship, and increase her understanding of the entrepreneurial process and environment in Austria and Central Europe.

 

Dr. Joan GrJoan Grossoss (Anthropology)

Dr. Gross has been awarded a Fulbright research/teaching award in Ecuador. Joan is researching the alternative agrifood movement in Ecuador and establishing a bi-national learning community focused on food, culture and social justice.

 

 

Dr. David Hannaway (Crop and Soil Science) David Hannaway

Dr. Hannaway has been awarded a Distinguished Chair Fulbright to China where he will share research and teach on subjects related to forage and livestock systems at Nanjing Agricultural University and Sichuan Agricultural University. 

 

David McMurrayDr. David McMurray (Anthropology)

Dr. McMurray has been awarded a 9-month Fulbright research award in Morocco.   David will be returning to the northern Rif Berber border town of Nador to carry out a study of the impact of massive out-migration and return migration on the city and its inhabitants.

 

Dr. Sujaya Rao (Crop and Soil Science) Sujaya Rao

Dr. Rao has been awarded a Fulbright research/teaching award in Ecuador.  Sujaya will focus on agricultural landscapes, and assess native bee pollinators in crops raised in coastal and inland biomes and teach a course on insect pest management.

 

Richard Sapon-White

Dr. Richard Sapon-White (Valley Library)

Dr. Sapon-White has been awarded a 9-month Fulbright teaching award in Poland.   Richard will teach library science classes at the University of Warsaw, Institute of Information and Book Studies with topics in cataloging, classification, and subject analysis. 

 

 Dr. David Turner (Forest Ecosystems and Society)David Turner

Dr. Turner has been awarded a 5-month Fulbright research/teaching fellowship in Sweden.  His research will focus on modeling the carbon cycle in boreal forests, and his teaching will be in the area of global environmental change.

 

Winograd in VietnamDr. Ken Winograd (College of Education)

OSU is proud to have a number of outstanding graduate, and in some cases, undergraduate students who have participated in the Fulbright U.S. Student Program.  The Fulbright Program enables one to conduct research and study in more than 135 countries.

A U.S. Student Fulbright Grant
  • Allows for individually designed study/research projects or an English Teaching Assistantship You can propose a project and/or study plan that will take place during one academic year in a country outside the U.S.
  • Provides support for study/research/teaching in a single country (For exceptions, see World Region Summaries) You can meet, work, live with and learn from the people of the host country, sharing daily experiences.
  • Facilitates cultural exchange Through direct interaction on an individual basis in the classroom, field, home, and in daily tasks, you can gain an appreciation of others’ viewpoints and beliefs, the way they do things, and the way they think.
  • Promotes mutual understanding Through engagement in the community, you can interact with your hosts on a one-to-one basis in an atmosphere of openness, academic integrity, and intellectual freedom.
Who can apply for a U.S. Student Fulbright Grant?
  • Recent BA/BS graduates Graduating seniors and recent Bachelor’s-degree recipients usually propose projects for which they have had some undergraduate preparation and/or direct work or internship experience.
  • Master's and doctoral candidates Will demonstrate capacity for independent study or research, together with a general knowledge of the history, culture, and current events of the countries to which they are applying.
  • Young professionals, including writers, journalists, and those in law, business, and other professional fields May have up to 5 years of professional study and/or experience in the field in which they are applying. Those with more than 5 years of experience should apply to the Council for International Exchange of Scholars in the Fulbright Scholar Program.
  • Artists and musicians Applicants without a Bachelor’s degree may substitute at least four years of professional training or experience.

Strategic Plan

International Programs is currently engaged in a comprehensive and strategic review of its activities with the aim to develop a strategic plan for internationalization at Oregon State University. All IP units are carrying out internal assessment activities with a focus on our current programs and outcomes as well as future areas of growth. These ongoing reviews across all IP units have so far identified how IP currently contributes to OSU’s internationalization or plans to engage more effectively to promote international education, research, and engagement at OSU.

Furthermore, International Programs has adopted the following key tenets as central to playing a leadership role in OSU’s comprehensive internationalization:

  1. Adopting a holistic, university-wide approach
  2. Promoting the notion that internationalization applies to all students, faculty, and staff
  3. Building on current internationalization activities and aligning with university’s existing diversity and multiculturalism programs
  4. Developing a clearly articulated set of goals to promote global learning across the curriculum
  5. Recognizing the intrinsic value of international students, faculty, scholars, partnerships, and perspectives in promoting global citizenship among students.

On the basis of IP’s ongoing review of its activities, International Programs has identified the following key areas of current activities and future growth.

  1. Develop and advance a compelling vision for OSU’s internationalization
    1. Collaborate with Divisions/Colleges and Administrative Units to promote international education, research, and engagement
    2. Integrate college-level internationalization plans into a university-wide strategic plan for comprehensive internationalization.
    3. Develop a plan to realign and reinvest IP’s resources to promote recruitment and retention of top quality international students and scholars.
    4. Advance international education and experiences as fully integrated learning into teaching, research, and outreach
    5. Provide a wide array of international education (study abroad and international degree) opportunities for students.
    6. Promote a global and diverse learning and work environment at OSUc) Leadership role in OSU’s Global Learning Initiative (AAC&U)
  2. Promote OSU as a premier international research university, with its mission reflecting global interdependence and increasing global connectivity of Oregon's economy

Regional Initiatives

Africa Initiative

OSU's Africa Initiative brings together faculty, staff, students, and community members from diverse fields with a common interest in Africa.  The initiative seeks to open opportunities for collaboration between the OSU community and partners in Africa.  Through research, teaching, and service projects, the initiative promotes exchanges, seminars, external grant proposals, and other activities that lead to greater knowledge about Africa in the OSU community.

Asia Strategy

Oregon State University’s Asia Strategy is a focused engagement with five countries – China/Hong Kong, Indonesia, South Korea, Taiwan, and Thailand. This regional focus will ensure that Oregon State University has a presence in each country and advances specific academic, student recruitment, parent and alumni relations, and development goals. The Asia Strategy is a collaborative effort by the Office of the Provost and Executive Vice President, the Division of University Relations and Marketing, the OSU Alumni Association, INTO OSU, and the Division of International Programs.

Oregon State University has a long history and deep collaborative ties with these five countries. The Asia Strategy is about linking the University’s past, present, and future ties to Asia's people, educational institutions, ideas, cultures, and economies.  We strongly believe that regionally focused strategies, used in conjunction with a broader global agenda, can significantly advance OSU’s internationalization.

Asian Studies Program

The Asian Studies Program at Oregon State University offers an undergraduate minor that fosters knowledge and understanding of Asia from an interdisciplinary perspective. International Agreements

Oregon State University is engaged in education, research, and outreach activities around the world. With international collaboration usually comes the need for an agreement between OSU and the partner institution. The resources on this site provide information on OSU's current international partnership agreements, types of international agreements at OSU, and the process for developing and maintaining an international agreement.

Memoranda of Understanding (MOU) - General

Includes steps and procedures for OSU Departments that wish to establish an MOU with an international institution for the following purposes:  

  • Exchange of faculty

  • Participation in seminars and academic meetings
  • Exchange of academic materials and other information
  • Special short-term academic programs

Includes steps and procedures for OSU Departments that wish to establish an MOU with a university for the purpose of student exchange. 

Committees

Study Abroad Advisory Committee

The Study Abroad Advisory Committee (SAAC) reviews all new and existing exchange and study abroad program proposals for the purpose of assessing their merit and significance to Oregon State University.  Consideration is given to student safety, feasibility of implementation, program sustainability, and added value to the OSU student experience. The committee meets once a term (except for summer) and is composed of faculty and staff representing a cross section of departments and programs.  The SAAC must approve the program before a Student Exchange Agreement is signed and the program is publicized.

IP Scholarship Committee

The IP Scholarship Committee, consisting of representatives across campus, reviews all international scholarship programs and processes within its purview.  Beginning with the scholarship award cycle for 2013-14, scholarship awards will be made in collaboration with units on campus which seek to broaden their internationalization efforts.  More details will be p rovided as the committee completes its work.
