General Requirements of the Interim Rule
Host and Associated Host (HAP) List
More than 100 species are on the host and associated plant list. Plants on either list may be regulated at the genus level. A complete list of host and associated host nursery stock is on the USDA website.
Specific Requirements for Nurseries Shipping Across a State Border
Host or associated host nurseries (for example, nurseries that grow plants such as Rhododendron or Camellia)
- Each nursery growing and shipping HAP plant material must be inspected annually by a state or federal official. The official will be looking for symptoms of Phytophthora ramorum and will take samples for laboratory analysis. If no evidence of Phytophthora ramorum is found, the nursery must sign a compliance agreement with the USDA and ODA specifying the conditions for receiving, growing, and shipping HAP material.
- The nursery may receive plants from places within the regulated area if the plants are accompanied by an official USDA certificate. If no certificate is provided, the nursery must hold the plants until ODA can inspect, sample, and certify them as being free from Phytophthora ramorum.
- The nursery must maintain records of all incoming and outgoing shipments of host and associated host plants for at least 2 years. Records must include species and variety, origins of incoming shipments, and destinations of outgoing shipments.
- Nurseries under compliance will be issued a uniquely numbered official certification shield. A copy of this certificate must accompany each shipment of HAP material.
- The certified nursery will be listed as Phytophthora ramorum-free on the ODA web site.
