Our Mission:
Our mission is to serve the University by preparing an optimal but defensible OSU Facilities & Administrative (F&A) rate proposal that accurately represents its functions and the support costs associated with those functions. We also serve to review university financial policies to ensure fiscal soundness; analyze recharge operations and their fees; and update the required OSU Disclosure Statement (DS-2).
The Office of Cost Analysis has primary responsibility for preparation of OSU's Facilities & Administrative (F&A) rate proposal.
The proposal is the basis for negotiations with the U.S. Department of Health and Human Services (DHHS) for F&A (indirect cost) rates to be applied to grants and contracts for recovery of costs. The proposal is prepared under the guidelines of OMB Circular A-21 to ensure that the federal government will "bear its fair share of total costs." (from OMB Circular A-21, Purpose Statement).
OSU's current F&A rates expire June 30, 2010. FY09 will serve as the base year for preparation of the next F&A rate proposal. Rates are normally negotiated every 3-4 years.
During FY 09, OSU will be conducting two space surveys, a library survey, an equipment inventory, and many training sessions to help OSU staff understand their role in this process.
