- Hazardous materials are used in many aspects of University teaching, research and development - from teaching labs using acetone to rinse glassware to extension facilities applying pesticides to agricultural land.
- Surplus chemical inventory is an inevitable result of these activities.
- Hazardous materials must be managed properly as required by the Oregon DEQ and the Department of Transportation (DOT).
- DEQ defines a waste as hazardous if it is corrosive, ignitable, reactive or toxic.
- The regulatory definition of hazardous waste, in a broad interpretation, includes the majority of known chemicals when they are to be discarded.
- DOT regulates the transportation of hazardous materials, including hazardous waste.
- The OSU hazardous waste management program is managed by EH&S
- The program is dedicated to handling, recycling and disposal of hazardous materials in a safe manner and in compliance with all applicable federal and state regulations
Off Campus Facilities
- The information contained in Safety Instruction 8 & Safety Instruction 9 regarding containers, labels, packing and unknowns applies to all OSU facilities.
- Off-campus facilities can transfer hazardous materials to campus for potential re-use if the following additional guidelines are met:
- Shipments must be small--less than 25 gallons or 220 pounds.
- All hazardous material must be transported to the OSU campus in a state vehicle.
- All hazardous material must be properly packaged and marked as required by DOT hazardous material regulations, which are based on the identity and quantity of material shipped.
- Packaging requirements can usually be met by using packing materials (boxes, inserts, etc.) identical to those the hazardous material originally came in. At a minimum, outside packaging must be sufficient to prevent breakage.
- The outside container must be marked with the site name and the name of the responsible individual.
- All shipments must be accompanied by shipping papers as required by DOT.
- The material should be shipped as "hazardous material". It is NOT hazardous waste because EH&S will determine if there is a use for this material.
- Shipping paper forms are available from EH&S.
- EH&S needs advance notice of shipment. Please provide a listing of chemical identity and approximate amounts.
- All hazardous material which is not in original containers must have legible, descriptive labels firmly attached.
- Campus hazardous waste labels are not appropriate for these shipments.
- Material should be delivered to EH&S at the Oak Creek Building, corner of 30th & Western, Corvallis during normal working hours--Monday through Friday, 7 am to 4 pm
