Whereas, OSU Extension is an integral and fundamental part of a Land, Sea, and
Space-Grant University, and budget deficits are expected during the 2003/05
biennium.
Whereas, Oregon Rules and OSU Procedures1 developed by the Faculty Senate and
signed into policy by John Byrne in 1992 state that financial exigency, program
reductions, or underfunding situations must be declared by the President of OSU,
and
- whereas, a program is defined as an academic unit,
- whereas, faculty are tenured within academic units,
- whereas, tenure must not be abrogated,
- whereas, Extension funds flow through Colleges and academic units, and
Whereas, the proposed statewide Extension staffing plan cuts 49.5 FTE (22%) during
the next biennium, either through whole or partial FTE reductions, rather than
reorganizing according to OSU Procedures adopted in 1992, and
- whereas, the proposed staffing plan redefines programs as counties,
regions, or departments rather than academic units (see attached Personnel
Selection Criteria for Program Reductions),
- whereas, the proposed staffing plan chooses incumbents within counties, regions,
administrative units, and academic departments rather than allowing faculty to
change, adapt, modify, or retrain for positions,
- whereas, the proposed staffing plan abrogates tenure.
Be it resolved that, the Faculty Senate requests that decisions associated with the
proposed Extension staffing plan be delayed until the Legislature provides final
budgets for the 2003/05 biennium and the following activities are completed:
- be it resolved that, the Faculty Senate requests that Provost and Executive Vice
President release the FS Consultative Group (FCG) report by June 15th.
- be it resolved that, the Faculty Senate empower the Senate President and/or
Executive Council to name an oversight committee to examine the proposed Extension
staffing plan for compliance with OSU policy, process, and budgeting procedures
including results from citizen and faculty input with full support by Extension and
OSU Administration, completed by June 24th.
- be it resolved that, the Faculty Senate requests that "bridging" the anticipated
budget deficit in Extension over a minimum of two biennia be implemented regardless
of funding from the Legislature. This option significantly impacts fewer FTE with
precedent for the College of Science, Information Services, and the University
Sports programs.
