2000-2001: Teaching them All: Integrating LEP Students in Elementary and Middle School Classes

This is an Eisenhower Grant projects, funded with $66,000 from the federal government under the Department of Education's Eisenhower Grant program.

Welcome to the Eisen-ELI website! We want to use this site as an opportunity for K-12 teachers with limited English proficient (LEP) students and ESOL and bilingual education teachers and specialists to:

Background
This website is part of an Eisenhower grant funded through the State of Oregon. The participating departments and school districts in the 2000-2001 grant are:
  • English Language Institute, Oregon State University 
  • School of Education, Oregon State University
  • College of Education, University of Oregon
  • Albany School District
  • Lebanon School District
  • Lincoln County School District
  • Springfield School District

Purpose of the Project

The purpose of the project was to bring together classroom teachers and ESOL/bilingual professionals in the elementary and middle school levels to develop tools for effective instruction of limited English (LEP) proficient students. The focus was on math and science instruction in particular.

Major components of the 2000-2001 project

District Workshops
Released time and/or funds for substitutes for all interested teachers from Albany, Lebanon, Lincoln County and Springfield schools have been granted by the superintendents of those districts. The project team made site visits to schools in the four districts to meet with classroom teachers with LEP students and ESOL/bilingual teachers in order to conduct a needs analysis prior to the workshop sessions. The content of the workshops was be adjusted based on the findings of the needs analysis.
Fall Session> Making grade-level content accessible to limited English proficient students; helping students build learning strategies; organizing cooperative groups; adapting and developing curricular materials to meet learner needs.

Winter/Spring Session> Assessing language proficiency; evaluating subject-matter knowledge of LEP students; conducting assessments to meet specific benchmarks.

University Workshops
The grant provided substitutes for ten teachers in each district who commited to attending all three university workshops plus their district workshops.

Fall Session at OSU> Integrating technology into existing curricula; project-based learning with an Internet focus. December 8, 9am - 4pm, Education Hall Room 406. See useful sites from the workshop and more information in the Winter newsletter.

Winter Session at U of O> Understanding second language acquisition; teaching language skills as part of the content lesson. February 16, 9am - 4pm. See more information in the Winter newsletter.

Spring Session at OSU> Understanding sociocultural factors in a multilingual classroom; building cultural sensitivity among students. May 18, 9am - 4pm. See more information in the Summer newsletter.

Teacher Study Groups
In addition to the workshops, the project coordinated teacher study groups in Albany, Lebanon, Lincoln County and Springfield. Study groups (composed of ESOL/bilingual professionals and elementary/middle school classroom teachers) met regularly to discuss issues related to effective instruction of LEP students and to share resources. A stipend of $400 was available for the teacher willing to coordinate the study group for his/her district.

Materials Grants
The project provided small grants to each district to purchase materials designed for effective instruction of LEP students.
