To provide guidance on the appropriate use of Sole Sourcing for PPSCs.
All employees involved in the use of PPSCs.
The majority of PPSC’s are placed after an appropriate competitive or comparison process. However, there are valid and appropriate justifications in some instances for not competing or finding comparable's for expenditure of University funds when placing a PPSC. When one of these unique situations arises, departments usually want to use an existing contractor. Frequently, the qualifications of the contractor are spelled out but there is no discussion of how those qualifications are (1) unique to the contractor; and (2) necessary to meet the needs of the department. A contractor’s experience in previous contracts with the University is usually not an appropriate justification for not reviewing comparable's for alternative contractors.
All PPSCs issued for cumulative payments in excess of $5,000 should be placed after an appropriate competitive or comparison process unless there is a valid and appropriate justification for a Sole Source. Departments with unusual circumstances that want to sole source outside an appropriate competitive or comparison process, must describe the unique needs of the department as well as how the preferred contractor is uniquely qualified to meet those needs.
