OSU PaCS 307-03: Emergency Purchases

Purpose

To prevent loss of property or ensure safety.

Policy

An “emergency” procurement may only be authorized by the University President or Vice President for Finance and Administration.  An emergency procurement will be used when there is a danger to loss of property or safety.

The acceptance of a procurement as an emergency and the procurement process to be used will be at the discretion of authorized personnel in PaCS.

Procedure

The following information must be submitted by the requesting party in order to begin the process of declaring a need for an emergency procurement:

  1. Sufficient documentation as to why the procurement is deemed an emergency.  This includes a detailed description of the emergency and the reasons that why not acting immediately will adversely affect OSU.

  2. A departmental requisition must also be submitted to PaCS to initiate the purchase.

Documentation must be submitted to OSU Procurement and Contract Services (PaCS).  PaCS will prepare the emergency purchase request letter for authorization by the University President or Vice President for Finance and Administration.
