Procurement and Contract Services
Section 304: Construction Contracting

To comply with the Oregon Administrative Rules (OARs) that provide guidelines for the interpretation of the law and implementation of policies and procedures.
All procurements of construction services over $25,000.00 (OAR 580-050-0032) and consulting services (OAR 580-050-0020) of any dollar amount.
Rule
The Oregon Attorney General's Administrative Law Manual defines "rule" to include "directives, standards, regulations or statements of general applicability that implement, interpret or prescribe law or policy or describe the agency's procedure or practice requirements."
The Procurement and Contract Services (PaCS) Office will conduct all solicitation processes for construction or consulting services in compliance with applicable OARs.
