OSU PaCS 304-01: OSU Construction Project Advertising

Purpose

To establish guidelines for advertising construction projects and professional service (architects and engineering) contacts when desirable or required by law.

Top

Applicability

1. All campus construction projects with an expected direct construction cost in excess of $500,000 and selected smaller projects when the decision is made not to use the OUS Retainer Process.
2. All professional (architect/engineer) contract solicitations with expected total contract amounts in excess of $200,000.

Background

Oregon Administrative Rules 580-050-0020 and 580-050-0032 require an open solicitation process to assure that Consultants and Contractors are given an equal opportunity to participate in an open and competitive bidding process and are evaluated fairly for award of Contracts; that those selected will be highly qualified; and to encourage excellence and cost consciousness on the part of Consultants and Contractors in performing services for the University.

Policy

OSU will publish advertisements for campus construction projects and professional services at least once:

• in a trade periodical (such as the Portland Daily Journal of Commerce) and an Oregon newspaper of general circulation (such as a newspaper published in the area where the project is to take place), or
• on the Oregon State University's Procurement and Contract Services (PaCS) website and in at least one trade periodical or newspaper directed towards minority, women and emerging small businesses.
