Section 300: Procurement and Contract Services

To identify the purchasing and approval process for purchasing computer software.
All employees.
Oregon State University has signed an agreement to participate in the Microsoft Campus Agreement. This agreement is an annual licensing program that allows a customer to count the number of faculty and staff full-time equivalents and multiply the result by a contracted price to reach the total cost for one year. The agreement allows OSU Faculty and Staff to use the licensed software for a 12 month period, and includes all upgrades and downgrades of the licensed software throughout the agreement. At the end of the agreement, the customer either renews the license agreement or removes the software from its computers.
In addition to the Microsoft Campus Agreement, the other preferred “gateway” for purchasing regularly used software is via the Oregon Educational Technology Consortium.
All computer software shall be purchased via the Microsoft Campus Agreement or the Oregon Educational Technology Consortium, unless the software is not available through either vendor.
