Background

See Chapter 13.01: Purchasing -- Purchasing and Accounts Payable in the "Financial Administration Standard Operating Manual" (FASOM) for permissible and prohibited items.

Policy

Expenditures using State money will only be permitted for allowable items.  Unallowable expenditures using State money include, but are not limited to:

• Alcoholic Beverages
• Candy, Gum, Mints, etc.
• Cards: greeting, holiday, birthday, Thank You, etc.
• CDs, Cassettes, non-text Books, etc.
• Coffee room supplies for faculty & staff use: coffee, tea, cream, sugar, etc.
• Flowers – see Section 13.01(F)(2): Purchasing in the OUS Fiscal Policy Manual for exceptions
• Gifts, Gift Certificates, Gift Wrap – see Section 13.01(E)(3): Purchasing in the OUS Fiscal Policy Manual for exceptions
• Insurance on Rental Vehicles (LDW, PAI) for employees renting in the U.S., U.S. Territories, or Canada
• Personal use items: Kleenex, tissues, deodorant, shampoo, etc.
• Over-the-Counter Medications: Aspirin, Tylenol, cold Medications, allergy medications, etc.

Business Affairs must be contacted and approve any procurements that contradict this policy.
