OSU PaCS 302-06: Procurements not Requiring a Purchase Order (PO)

Purpose

To identify procurements that do not require a purchase order.

All University employees responsible for procurements.

The authority providing exemptions from using Purchase Orders is provided in OAR 576-008-0230.

Purchase Orders (PO’s) are not required for the following commodities and/or services regardless of dollar value:

Advertising and media services including media for athletic programs
Periodicals and library materials
Payments on existing appropriately authorized contracts, either through OSU or Chancellor’s Office including utilities
Personal/professional services contracts
Professional association membership dues
Transfers to of from foundation accounts
Purchases under federal contract
Designated conference and workshop hotel sites
Dues, registrations, and memberships fees
Utilities for off-campus sites
Public improvement contracts over $25,000
Contracts with architects, engineers, planners, land surveyors, appraisers and related professional consultants
Medical bills for student athlete surgeries, etc.
Classroom books for Athletic football players
Cash transfers for Business Affairs cashiers
Catering
Travel advances (usually for athletic teams)
