Purpose

To comply with the provisions of Oregon Revised Statutes 279.835 through 279.855 regarding the procurement from Qualified Rehabilitation Facilities.

Definition

Qualified Rehabilitation Facility (QRF)

A nonprofit organization that trains and puts Oregonians with disabilities to work.  QRFs are registered and reviewed through the Oregon Department of Administrative Services.

Policy

OUS and its institutions shall purchase goods and services from Qualified Rehabilitation Facilities in accordance with the provisions of ORS 279.835 to 279.855 and applicable administrative rules.

ORS 279.850 states:  If any public agency intends to procure any product or service on the QRF procurement list, that agency shall, in accordance with rules of Oregon Department of Administrative Services, procure such product or service, at the price established by the department, from a qualified nonprofit agency for disabled individuals provided the product or service is of the appropriate specifications and is available within the period required by the public agency.
