Section 302: General Procurement Contracting

To define the policy for purchasing used equipment.
All employees.
The purchase of used equipment must follow the same purchasing guidelines as all purchases made by the University. This includes consideration of other comparable new and used equipment available from competitive vendors.
Keep in mind: It is not the intent of the University to consider equipment as used equipment when equipment for sale to the University is placed into use on campus for demonstration purposes.
Used equipment purchases must fulfill the same competitive bidding requirements as any other purchase made by the University. Once a department has defined the basic requirements for a used equipment purchase, the guidelines defined in PaCS 302.02: Bidding Process apply. A department can obtain assistance from the Office of Procurement and Contract Services (PaCS) during the bidding process or the department may choose to obtain the competitive bids on their own.
Note: Departments are not required to pick the “lowest cost” used equipment as all choices may not be equal. Departments will be asked to demonstrate that their selection is the best value based on cost, equipment features and comparison to the cost of a new piece of equipment. When used equipment is located, ask the vendor to hold it and PaCS will help expedite the requisition and the creatation of the purchase order.
