OSU PaCS 102-04: Buying for or from Employees or Outside Entities

Purpose

To establish guidelines on how to purchase products or services for OSU personnel.

Background

Oregon Administrative rules allow for certain purchases to be made on behalf of OSU employees or employees to buy directly from OSU approved vendors.  However the State of Oregon does not include a product or service discount for individual state employees as a term in any of its contracts.

Policy

Any OSU employee may take advantage of an OSU or a State of Oregon negotiated contract with vendors provided the following circumstances exist:

  1. the product or service is available to the general public (both private and public entities) and not exclusively to the public agency who made the contract, and

  2. the price of the goods or services are not better than the public agency has contracted.  Any more favorable arrangement than the public agency’s contract may be a violation of the conflict of interest policy stated in PaCS 102-02: Conflict of Interest and Oregon Revised Statutes 242 and 351.070.
