To identify and define the OSU Contract Officer positions that have been delegated the authority to sign contracts and other agreements.
All employees.
The Legislature, the Board of Higher Education, and the Chancellor’s Office have delegated the authority to sign contracts to the Contract Officers at Oregon State University. The University specifically authorizes, in writing, a very limited number of people, designated as "Contract Officers" who can sign any document on behalf of the University. See OAR 576-008-0220; OAR 580-040-0005; OAR 580-040-0220; and OAR 580-050-0000.
Only OSU Contract Officers are authorized to sign and execute contracts and other written instruments on behalf of OSU. Persons who are not so authorized and still sign documents or authorize services on behalf of the University, whether it be a procurement, a contract, an MOU, etc., take on personal liability for the commitments made therein. Contract Officers have no authority or power to delegate their contract signature authority. There are thirteen Contract Officers at OSU who can legally bind the institution.
