APPROVAL OF MINUTES:
The minutes from November 21st were approved with amendments.
REPORT
FROM CURRICULUM COUNCIL CHAIR ( N. Scott) N. Scott will be presenting the
proposal for the new School of Electrical Engineering and Computer Science at
the Faculty Senate meeting this afternoon.
REPORT
FROM ACADEMIC PROGRAMS (B. Burton) B. Burton spoke about the process for
review of non-credit professional certificate programs (see below).
II.
OLD BUSINESS
Process
for review of non-credit professional certificate programs The Curriculum Council approved a policy on June
14th, 2001, that stated that the Curriculum Council would have a
30-day approval period for professional certificates. This was agreed upon with the Distance & Continuing Education
office (now Extended Campus). However,
the policy was not published in the Curricular Procedure Handbook, and due to
staff changes in the Extended Campus office and in the Academic Programs
office, the policy was not implemented.
Consequently, some certificates have been passed without review by
faculty governance groups.
B.
Burton and G. Beach met with Bill McCaughan of Extended Campus on December 4th,
2002, and B. Burton confirmed that: (a) the Curriculum Council has jurisdiction
over the review and approval of curriculum in all delivery modes, and (b) this
jurisdiction includes professional and other types of certificates.
The
Council discussed several issues and concerns, including: the distinction
between a certificate of completion and a public credential; whether OSU
instructors or private contractors are responsible for developing curriculum;
the fiscal model of hiring outside contractors to deliver courses; whether
there is "brand dilution" with certificate bearing the OSU
stamp; whether there is a recognizable
distinction between credentialed and non-credentialed certificates; which certificate programs should appear in
the Banner system; the issue of OSU's policy on open access and the legal
issues involved in restricted access (as in the case of the computer forensics
certificate, which is restricted due to national security).
The
Curriculum Council agreed that the university should have some level of participation
in certificate programs, and until further notice, would like to the 30-day
approval process to be respected. B.
Burton would like time to work with Extended Campus on the implementation of
this review process.
Decision: A
subcommittee of the Curriculum Council will draft a policy, based on the
minimum guidelines required by OUS, and will present the draft to the
Curriculum Council at an upcoming meeting.
The subcommittee consists of K. Hunter-Zaworski, J. Drexler, N. Scott,
and P. Minear. The subcommittee will
also investigate how other institutions handle certificates. For now, the Curriculum Council would like
Extended Campus and other programs proposing certificates to respect the30-day
approval process.
