I.             APPROVAL OF MINUTES: The minutes from October 3rd were approved with a minor amendment. 

 

REPORT FROM CURRICULUM COUNCIL CHAIR (L. Friedman for N. Scott) – L. Friedman reported that a new graduate certificate program in Health Care Administration is being proposed by the Oregon Graduate Institute (OGI) and the Oregon Health and Science University (OHSU).  He expressed concern about duplication with programs at Oregon State and Portland State Universities, but stated that because the new program has a different emphasis and serves a slightly different geographical area, a strong argument cannot be made against the proposal. 

 

II.            REPORT FROM ACADEMIC AFFAIRS (B. Burton) – B. Burton had no report.

 

III.           OLD BUSINESS

 

C. Boyer reported that he represented the Curriculum Council earlier in the day at the external review meeting for the new MA program in Applied Ethics.

 

IV.          NEW BUSINESS

 

New options, Exercise and Sport Science – G. Beach removed this item from the agenda, as the new options in EXSS do not require Curriculum Council review.  

 

Upcoming Category I proposals (2002-2003) – G. Beach briefly reported that several new Category I proposals were anticipated this year, including a new MA in History, MA in Contemporary Hispanic Studies, a certificate program from the departments of  Anthropology and Foreign Languages and LIteratures, an undergraduate program in Education, and a Masters of Business Engineering.  The new School of Electrical Engineering and Computer Science proposal will be presented to the Graduate Council today.

 

G. Beach also distributed "Academic Programs by Classification of Instructional Program (CIP) Number," a list of all degree programs at OSU, including CIP numbers.  This list is intended to serve as a reference for Council members. 

 

OSU 2007 and the implementation of curricular review – B. Burton distributed a revised memo in response to the Enrollment Management's OSU 2007 recommendations.  The memo is intended to reflect the concern within Academic Programs about splitting the implementation of the curricular proposal process from the approval and review aspect of the process.  B. Burton's position is that the new curricular software makes implementation virtually "invisible," and that the true work of maintaining the curricular review process is in the judgment calls that occur at every stage and that rely on built-up knowledge of curricular and academic issues. 

 

M. Quinn reiterates that he still feels unclear about the suggested changes, and what interest, if any, the Curriculum Council should have in it.  He suggests that B. Bontrager, or his designee, provide the Curriculum Council with a visual representation of the curricular review process "before" and "after" the proposed changes.

 

L. Friedman, acting on behalf of the Curriculum Council Chair, will invite B. Bontrager to speak to the Curriculum Council and to provide such a visual representation.  L. Friedman adds that it is important to consider the human aspect of such recommended changes as well.

 

Academic Program Reviews – B. Burton reports that the Academic Programs Office is reviewing various aspects of the Undergraduate Academic Program Review (UAPR) process, including whether some centralized data can be provided by the Office of Institutional Research to be included in departments' Self Studies.  B. Burton would like to find a way to automate this process. The revised Graduate Program Review Guidelines (still pending approval by Graduate Council) require multiple indicators about program inputs, performance, and outputs.  In general, B. Burton feels that we could support departments in the process of academic program reviews better than we currently do, and is receptive to suggestions.  Specifically, he would like the Council to consider what kinds of information they would like to see in undergraduate program reviews.  Revised guidelines for Undergraduate Academic Program Reviews will be brought before the Curriculum Council at an upcoming meeting.  Curriculum Council members suggested that "technology" and "library" resources should not be listed under the heading of "facilities."

 

J. Dorbolo added a note on Banner and a new test-making tool on which they would like cross-campus input.
