I.                APPROVAL OF MINUTES: The minutes from February 6th were approved.                                           

 

REPORT FROM CURRICULUM COUNCIL CHAIRS (C. Boyer and L. Friedman)

-- There was no report from the Curriculum Council chairs.

 

II.              REPORT FROM ACADEMIC PROGRAMS (B. Burton) –

B. Burton reported that the Category I proposal for an MA in Applied Ethics was approved by the State Board.  The Category I proposal for a new School of Electrical Engineering and Computer Science was also approved, although the Office of Academic Programs is still waiting for written confirmation from the OUS Chancellor's Office.  B. Burton also explained that there is a Word document containing OSU 2007 recommendations which he would like the Curriculum Council to review, with special attention toward issues effecting curriculum and undergraduate education.  The document includes a recommendation to move academic functions closer to the colleges and farther from central administration, and to organize colleges into clusters supported by service centers.

 

III.            OLD BUSINESS

C. Boyer raised two old business items for discussion.  He asked whether the Curriculum Council would like to take on the task of examining the issue of inclusive language in the OSU catalog in order to recommend policy.  The Curriculum Council agreed that they do not wish to establish policy on this issue, but to make recommendations as issues arise.  The Curriculum Council subcommittee examining the issue of professional certificates is still waiting for answers from G. Beach before bringing the issue of professional certificates back to the full Council.  The Curriculum Council would like copies of the information G. Beach sends the subcommittee.

 

IV.            NEW BUSINESS

 

a)    Category I proposal for an MS degree in Molecular and Cellular Biology  (S. Giovannoni) – S. Giovannoni presented his proposal for an MS in Molecular and Cellular Biology.  Council members asked for clarification about the non-thesis option, about recruiting and the number of students expected to fill the program, about the new course that will be proposed along with the new degree program, and about the possibility of students switching between the MS and PhD programs.  L. Friedman also suggested the use of an external advisory committee. 

 

The report from the Budgets and Fiscal Planning committee was distributed, and after S. Giovannoni left the meeting, the Council further discussed issues raised in the report.  The report identifies strained library resources and recommends approximately $5,000 in additional resources be directed to the library in order to enhance journals for the Molecular and Cellular Biology program.  B. Allen would like to talk further with the Budgets and Fiscal Planning Committee about this recommendation.  The Council discussed whether to hold off on approving the proposal until the issues in the Budgets and Fiscal Planning Committee's report were addressed, or to approve the proposal pending resolution to these matters. 

 

Decision:  The Curriculum Council approved the Category I proposal for an MS in Molecular and Cellular Biology, pending receipt of the Transmittal Sheet signed by the Dean of Science and a memo of support from the Dean of Science addressing issues #4 & 5 on the Budgets and Fiscal Planning Committee report (relating to responsibility for the recurring costs of the program and additional expenses for growth of the program).  The Council would also like S. Giovannoni to consider the other suggestions contained in the Budgets and Fiscal Planning Committee report, including a recalculation of OPE rates in the budget and more detail on the Sloan grant.

 

b)    Upcoming Category I proposals  -- M. Abbott distributed a list of new Category I proposals currently in draft form, which are likely to come to the Curriculum Council in the coming term, along with a copy of the tentative five-year schedule for Undergraduate Academic Program Reviews (UAPR's).  There was a brief discussion about the role of Curriculum Council members in UAPR's.  Typically a Council member will volunteer to chair the review committee and take the lead on writing the review report.  Academic Learning Services (ALS) is scheduled for an Undergraduate Academic Program Review next term (Spring 2003).
