APPROVAL OF MINUTES:
The minutes from December 5th were approved after discussion of the
process for review of professional certificate programs (see "Old
Business" below).
REPORT
FROM CURRICULUM COUNCIL CHAIR ( N. Scott) – N. Scott deferred her report in
order to get to the discussion of the OSU 2007 recommendations from the
Curricular Issues Planning Team (see "New Business" below).

II.
OLD BUSINESS
Process
for review of professional certificate programs – The Curriculum Council expressed continued
concerns about the process for approving new certificate programs. The Council also clarified the charge of the
subcommittee which was formed at the December 5th, 2002 Curriculum
Council meeting to examine this topic.
The subcommittee has already met once.
Decision:
The subcommittee's objective is to gather information that will enable the
Curriculum Council to review and implement the policy established by the
Curriculum Council in June of 2002 for the review of non-credit professional
certificates. Of particular interest is
the relationship between OSU and the public and private institutions offering
these certificate programs. The
subcommittee is also struggling with the definitions of various types of
certificates, and will meet with G. Beach to clarify.
College
mergers – J. Gross suggested that in
the future, the Curriculum Council invite "minority reports" from
faculty members in colleges or units that are proposing major reorganizations. No decision was made.
III.
NEW BUSINESS
OSU
2007 recommendations from the Curricular Issues Core Planning Team (CIPT) (G. Matzke) – The Curricular Issues Core Planning
Team (CIPT) is an OSU 2007 workgroup co-chaired by G. Matzke and N.
Rosenberger. G. Matzke presented to the
Curriculum Council several of the group's recommendations, selected on the
basis of their impact on curricular issues.
He emphasized that the planning team's policy is to send recommendations
about curricular issues through the regular faculty governance process,
including review by the Curriculum Council and Faculty Senate, rather than
submittig the proposals directly to the Provost. Thus, the Curriculum Council will have the opportunity to discuss
each of these recommendations in more detail as they come forward in the
future. OSU 2007 recommendations can be
viewed on the web at: http://oregonstate.edu/osu2007/proposals.html. The Curricular Issues Core Planning Team
Executive Summary is attached.
The
Curriculum Council discussed several of the recommendations, in some cases
expressing support, in others requesting clarification or recommending
caution. The Council also expressed
some concern about the amount of work involved in asking faculty to thoroughly
re-examine their curriculum. B. Burton
mentioned that upcoming assessment initiatives will also be a catalyst for this
type of examination, but will be designed to not be overwhelming for faculty
members. G. Matzke emphasized that
taken as a whole, the CIPT recommendations represent an openness to curricular
innovation across the university.
