  1. REPORT FROM ACADEMIC AFFAIRS:

    1. Leslie Burns reported that OSU had received Guidelines for Review of Noncredit Programs from the Oregon University System. These guidelines are for noncredit professional, certificate programs that are not transcript visible. Information about noncredit programs will be collected and reported to the Provost and then the Chancellors Office. See the web page for additional information: http://osu.orst.edu/dept/academic/cph1998/guidelines_for_review_of_noncred.htm.

    2. The Liberal Studies B.A./B.S. degree was approved by the Faculty Senate in 1998 to be extended Statewide. The Academic Council approved it to be delivered to specific sites. Proposals to extend the Liberal Studies program to new sites will not need further review by the Faculty Senate.

    3. Last academic year the Baccalaureate Core Committee reviewed the Western Culture area of the core. After reviewing the syllabi, all 47 of the courses reviewed were approved to continue as fulfilling the requirement. During the 2000-2001 academic year, the Writing Intensive courses will undergo review by the Baccalaureate Core Committee.

    4. Category I proposals for new graduate programs undergo an external review in addition to Oregon State Board of Higher Education and University reviews. New guidelines for the external review process are available on the web: http://www.ous.edu/aca/ext-review.html.

    5. The Chancellor's Office was notified this summer of the discontinuation of the Business-ONE program delivered to Albany, Bend, Coos Bay, Portland, and Salem. The Chancellor's office suggested we take the opportunity to make this pilot program a learning experience.

    6. The Chancellor's Office was also notified of the suspension of the M.A., M.S. degree program in Scientific and Technical Communication. It is a three-year suspension with the program being reconsidered at the end of that time period.

    7. The maintenance of courses not taught within three years was carried out again this summer. Of the 344 courses that were not taught in the last 3 years, 222 courses were kept as requested by the units, and 122 courses were dropped without additional paperwork or review.

    8. The guidelines for graduate certificate programs at OSU were updated and a copy sent to the Faculty SenateExecutive Committee for inclusion onto the Faculty Senate's November agenda.

    9. Category I proposals that are currently in process are: The Master of Fine Arts in Creative Writing to be reviewed next week; the Ph.D. in Materials Science at the Graduate Council for review; the Elementary Teacher Licensure Program extended to Bend was withdrawn by the unit; the Center for Water and Environmental Sustainability (CWESt) will be discussed at next week's meeting; the Rename Center for Salmon Disease Research to Center for Fish Disease Research is at the Research Council for review; the Master of Public Policy is at the Graduate Council for review; the Speech Communications Offering Separate BA/BS Degrees in Theater Arts and in Communication is still being worked on by the unit; Master of Applied Physics, the M.A./M.S. in Bioengineering, and the B.A./B.S. in Computational Physics are in draft stage; the B.A./B.S. in Media Communication is being discussed.

    10. Reminder of the Curriculum Workshop this Fall, Friday, October 6 from 8:30-10 in Owen 102.

    11. The Central Oregon Branch Campus proposal will be discussed today at the Faculty Senate. The Council will request Henry Sayre to meet with the Council to discuss curriculum oversight.

  2. REPORT FROM THE CHAIR:

    1. Leonard Friedman reported that there was no back log of curricular proposals left over from the summer for the first time. Hats off to the summer subcommittee who did a great job!

  3. OLD BUSINESS

    1. Gary Tiedeman presented the Undergraduate Academic Program review report to the Council. One of the major areas identified was the ratio of undergraduate to graduate students driving the demand, resources, and direction of the program. The program was commended on doing well with the resources they had, however, suggestions ranged from "beefing" up the vitality of the program and resources, to somehow resolving the conflict of the need for graduates, research, and grants. Tiedeman was thanked for his work in the review of the unit.

  4. NEW BUSINESS

    1. The proposal for the approval process of Professional Teacher Licensure areas was presented to the Committee and is currently under review by the Graduate Council as well. The proposal is an attempt to streamline the process. The proposal outlines the review process for new or dropped licensure areas. These licensure areas will be identified in the General Catalog as Professional Teacher Licensure (currently they are listed as areas of concentration for the M.A.T.). Approval tabled until clarification on the Faculty Licensure Review Committee is received.

    2. Six Undergraduate Academic Program Reviews (UAPR) will be conducted Winter and Spring 2001 as per the schedule. The following volunteers stepped forward to chair the following reviews: Art and Applied Visual Arts - Quinn; International Studies - Gross; Geography and Geology - Dick; University Honors - Scott; Zoology - Delson; and Agricultural and Resource Economics - Olson.

    3. The minor in Health Care Administration was deferred to the next meeting due to time limitations.
