Fishery Management Costs: The Case of Namibia

ABSTRACT
Recently, there has been some work carried out trying to understand the effects that fisheries management costs have on optimal behaviour of fisherman and on the design of fisheries policy. This paper contributes to this work by looking at the development of Namibian fisheries management since the independence of the country in 1990. The first part of the paper reports management costs as they have developed in Namibia over the past decade. However, the incurrence of management cost is only one side of the coin. The flip side is who pays for these costs and that is what the second part of the paper addresses. It outlines the various fees that those who exploit Namibian fisheries must pay to the Namibian government and looks at the structure of those fees, asking the question, it they were put in place to pay for management costs or for some other purpose.
