The FAO International Plan of Action for the Management of Fishing Capacity

ABSTRACT

Following a brief review of the issue of excess capacity in world fisheries, the paper presents and discusses the main elements of the FAO International Plan of Action for the Management of Fishing Capacity. Major challenges likely to be faced in implementing the Plan of Action are identified and discussed. In this regard, emphasis is given to normative and practical difficulties related to the measurement and assessment of fishing capacity. The paper also reviews FAO's recent initiatives aimed at addressing the main factors at the origin of excessive fishing capacity, such as: illegal, unreported and unregulated (IUU) fishing; unsustainable fishery management practices; and subsidies.
