By Ragnar Arnason, Palina M. Hafsteinsdottir and Asgerdur Ragnarsdottir
ABSTRACT
This paper reports on a study of Icelandic government expenditures on fisheries and fisheries management during the period from 1990 to 1996. This study is part of a joint Icelandic, Newfoundland and Norwegian project attempting to estimate in a consistent and comparable manner government expenditures on fisheries and fisheries management in these three countries.
The paper presents estimates of the costs of various components of government services to the fishing industry classified into
- total expenditures on the fishing industry
- expenditures on the harvesting sector
- expenditures in fisheries management in particular and
- the additional expenditures that can be attributed to the ITQ fisheries management system.
These costs are then related to the gross revenues of the fishery as well as estimates of the annual fisheries rents generated by the fisheries management.
