Under normal circumstances you will not be able to access any site in the drupaldev development area from a remote location. This is normal. Drupaldev is intended to be hidden from the "outside" world and Google.
You can access your site remotely, though, by using a service called VPN. To learn more about this service, which is provided by OSU's Network Services, please see the VPN (off-campus access) article in OSU Helpdocs.
