Financial Aid & Scholarships

OSU DEGREE PARTNERSHIP FINANCIAL Q & A

TUITION AND FEES

      1. How is my tuition calculated?

Degree partnership students are charged tuition and fees by OSU and the partner school for the number of credits they take at the respective schools each term.

Example:  A student taking 14 credits, 8 at OSU and 6 at Chemeketa, will be charged 8 credits tuition and fees by OSU and 6 credits tuition and fees by Chemeketa.

      2.How is my residency determined?

Each institution determines the residency of degree partnership students independently, by their respective rules. Further information about OSU’s residency can be found in this Oregon University System document: http://www.ous.edu/stucoun/prospstu/files/residencepolicies.pdf. Contact the partner schools for information about their residency requirements.

Example:   A student may be considered a non-resident student by OSU and a resident student by Linn-Benton.

NOTE: At OSU, residency determines whether a student pays in-state or out-of-state tuition for campus courses. For online courses and summer session at OSU, non-resident students pay the same tuition rate as residents.

      3. What are OSU’s tuition rates?

OSU tuition and fee charges depend on both residency and whether the course is offered at the Corvallis campus, the Cascades campus, ECampus or for Summer Session. Current rates can be found at: http://oregonstate.edu/fa/businessaffairs/studentfinance/tuition/tuition_info

NOTE: At OSU, residency determines whether a student pays in-state or out-of-state tuition for campus courses. For online courses and summer session at OSU, non-resident students pay the same tuition rate as residents. For a comparison of on-campus and online tuition rates at OSU, see http://ecampus.oregonstate.edu/services/tuition/comparison.htm

      4. What are the partner school’s rates?

Contact the partner school for information about their rates for tuition and fees.

STUDENT ACCOUNTS

      5. Will I have a single student account as a degree partnership student?

No, degree partnership students have a separate student account at each institution. Bills will be sent by each institution, showing the charges for tuition and fees for the courses the student is taking at that institution.

Example: A student taking 14 credits, 8 at OSU and 6 at Chemeketa, will receive a bill from OSU for 8 credits tuition and fees and a bill from Chemeketa for 6 credits tuition and fees, billed at their respective rates.

      6. When and how will I be billed by OSU?

Bills for OSU student billing accounts are sent electronically through the eBill system. Students’ ONID email accounts are sent an email around the 5th of each month that contains a link to the eBill system: http://mybill.oregonstate.edu.

Information about OSU’s due dates, methods of payment, interest charges and student account holds is available on the Student Accounts web site: http://oregonstate.edu/fa/businessaffairs/studentfinance/accounts.

      7. When and how will I be billed by the partner school?

Check with the Business Office at the partner school to learn their billing procedures and policies.

      8. Can I charge my books to my student account?

The answer to this question is no for OSU and possibly yes for the partner schools. At OSU, the bookstore is a separate retail entity so books must be paid for by cash, check or charge. Check with the partner school regarding their policy on book purchases.

FINANCIAL AID

      9. Am I eligible for financial aid as a degree partnership student?

Students can only receive financial aid from one school per term. In the Degree Partnership Programs, the school that a student receives financial aid from is called the home school.

      10. How is the home school determined?

Upon admission to a Degree Partnership Program, students are either asked to declare or are assigned a home school, depending on the particular partnership program involved. Home school communications are sent via email.

If you are asked to declare a home school, the email asks you to complete an online questionnaire. Information is provided in the email and the questionnaire to let you know the parameters that must be considered in the home school declaration for that particular partnership.  [For more information on home school parameters for specific programs, see the links at the bottom of http://oregonstate.edu/admin/finaid/dual.html.]

      11. What schools do I list on my FAFSA?

For sure you should list your home school on the FAFSA. If you are unsure of the home school or if you plan to change home schools during the year, then it would make sense to list both schools on your FAFSA.

      12. How do I check on the status of my financial aid?

In order to receive aid at the home school, the student needs to be sure the home school has his/her FAFSA, and that there are no outstanding requirements for that school. Questions should be directed to the Financial Aid Office of the home school.

One common outstanding requirement for degree partnership students is the requirement that you declare a home school. Neither OSU nor the partner school will disburse any aid until the student has declared a home school.

      13. How does the home school know what courses I am taking at the partner school so that they know I am registered for the right number of credits for the term?

OSU and the partner schools exchange enrollment data electronically throughout the year so that we know what courses the partnership students are registered for and what grades are received.

      14. When is financial aid disbursed?

If all requirements are met, OSU financial aid disburses just before the first day of classes each term and on July 1 for summer term. Refunds are available the first day of classes for fall, winter and spring terms and in early July for summer term.

The partner schools have different disbursement schedules – check with them for more information.

      15. How do I use my financial aid to pay both schools’ bills?

Your financial aid will disburse into your student account at your home school and will be used to pay some/all of your tuition and fees. If you receive a refund from this disbursement, then you can use the refund money to pay your bill at the partner school.

      16. How do I change my home school?

When you are ready to change your home school, you can notify the financial aid office at either OSU or the partner school, in writing. Then be sure to contact the new home school to check the status of your FAFSA and aid package with that school.

      17. What is used for the estimated cost of attendance for a degree partnership student?

The school chosen as your home school uses their own estimated cost of attendance when figuring your financial aid award. There is not a different cost of attendance for degree partnership students.

      18. Can I use my scholarships as a degree partnership student?

Use of scholarships as a degree partnership student depends on the source of the scholarships. Check with the source or donor of each scholarship to see what their policies allow. Let them know that you are an OSU Degree Partnership Student, which school is your home school, and what your enrollment plans are.  Also, be sure to notify your home school of all your scholarships so they can add them to your financial aid award and make any necessary adjustments to the award.

      19. If I have been awarded federal work-study by my home school, can I get a job at the partner school?

NO – you would only be eligible to get a work-study job through your home school, either on campus or at an off-campus work site listed by the home school for work-study.

MULTIPLE PARTNER SCHOOLS

      20. Can I participate in more than one partnership program?

Yes, students can be admitted to more than one of Oregon State’s degree partnership programs. To do so, they must apply online for admission to each program separately at http://oregonstate.edu/partnerships/students/requirements.html.

      21. Can I receive financial aid based on attending two partner schools and OSU in the same term?

NO – financial aid for OSU’s degree partnership programs is based on institutional consortium agreements for partnerships. Even though it is fine for you to take classes at multiple partners as well as at OSU in the same term, your financial aid has to be based on enrollment at OSU plus just one partner school.

Therefore we ask you to declare a home school and an active partner. The active partner designates the partner school that you want to use for financial aid enrollment for the term.

Example:  A student who has been admitted to both the LBCC and Chemeketa Degree Partnership Programs might take one 5 credit course at LBCC, one 3 credit course at Chemeketa and one 4 credit course at OSU which, when combined, total 12 credits.

In the example above, the student might choose OSU as home school and LBCC as the active partner.  This student’s financial aid for the term would be ¾ time since he is taking 9 credits that can be counted as enrollment for aid purposes.

SATISFACTORY ACADEMIC PROGRESS

      22. How does Satisfactory Academic Progress work for degree partnership students?

Degree partnership students are monitored for satisfactory academic progress by their home school. OSU’s Satisfactory Academic Progress policy is described at http://oregonstate.edu/admin/finaid/SAP.html. If a partner school is your home school, check with the partner school for the details of their SAP policy.

In addition to exchanging enrollment data all term with the partner schools, OSU also exchanges grade information at the end of each term. If OSU is your home school, then the combined number of credits earned for the term from OSU and the partner school (active partner if you are participating in multiple programs) is used to check your progress.
