Background
This website is part of an OELA grant funded through
the Department of Education. The participating departments and school
districts
in the 2001-2004 (now extended to 2006) grant are:
- English Language Institute, Oregon State University
- School of Education, Oregon State University
- College of Education, University of Oregon
- Corvallis School District
- Greater Albany
- Lebanon School District
- Lincoln County School District
- Springfield School District
Purpose
The purpose of the project is to provide the opportunity for expansive
professional development designed to assist classroom teachers,
bilingual assistants, and ESOL resource specialists at the elementary
and middle school levels. The focus on the project is to create a
community of ongoing support for educators and students, educate
professionals for the dynamics of a new school population, help
teachers get ESOL or bilingual education endorsements, and enhance the
resources available to help all students, especially English language
learners, achieve the new Oregon standards for reading. While the
grant-funded
workshops are designed for the teachers in our five participating
districts,
we would like to reach out to other interested districts and teachers
where possible. Please sign up for the mailing list to find out about

Scholarships
Through a Bilingual Education grant (OELA-Office of English Language
Acquisition) from the U.S. Department of Education, scholarships were
available for participants in the Greater Albany, Corvallis, Lebanon,
Springfield, and Lincoln County School Districts. These scholarships
provided tuition for:
- Coursework for 20 teachers across five districts leading to
ESOL/Bilingual Education Endorsement (with the three credits per year
from the project workshops, the six hours of tuition each year totals the
21 credits needed for the ESOL/BE certificate),
- A total of 60 credits per year for coursework for 20 teachers across five
districts for practicing teachers with ELLs in their classes, ESOL
specialists and Bilingual Assistants who want more formal training in
a language other than English spoken by students in their districts.
- 24 credits of undergraduate coursework each year for each of up to five
Bilingual Assistants, leading toward teaching certification or an initial
Bachelor's degree. If there are not enough interested teachers and
bilingual assistants in the participating districts, teachers and
bilingual
assistants from other districts will be invited to participate.
These awards included an amount for books for bilingual assistants as
well as for child care and transportation for bilingual assistants needed those services.
Teacher Study Groups and Classroom-Based
Research
The project coordinated teacher study
groups in Corvallis, Lebanon, Lincoln County and Springfield. Study groups
(composed of ESOL/bilingual professionals and elementary/middle school
classroom teachers) met regularly to discuss issues related to
effective instruction of ELLs and to share resources. A stipend of $200
was available for the teacher willing to organize the monthly study group
in his/her district.
The project identified participants from each district
to engage in optional small-scale classroom-based research projects in
their classes. Classroom-based research projects investigated the
implementation of ESOL techniques, assessment strategies, or another issue
related to ELLs. A stipend and textbooks were available for those
who engaged in this research. A mentor from the project team worked with
each study group and provided guidance on the classroom-based research projects.
Materials Grants
Participating teachers from each district will be invited to apply
for small grants to purchase materials designed for effective instruction
of ELLs.

Library grants for Corvallis, Lebanon, Lincoln
County, Springfield, and the Greater Albany School Districts
The project provided funds to
establish one library per district in a central location for books and other reading enhancement material. These materials
have been made available to students in the district. There was a
maximum of $750 for the creation of this library per year for the
three-year duration of the grant.
