Illegal Fishing and Compliance in Fisheries

ABSTRACT

Measuring illegal catches is always difficult due to the sensitive data required. However some magnitude of such catches are required to understand the incentives driving illegal activity. In this study some estimates of illegal fish landings in Indonesia, Malaysia and the Philippines are obtained from a survey of compliance with regulations undertaken in 1996-1997. The figures indicate that illegal fishing can result in incomes in the magnitude of 3 to 5 times that obtained by fishers adhering to regulations. The implications of these results are important given that the probability of detection of illegal fishing is less than ten percent. Policies to drive compliance under such circumstances are discussed in the paper.
